中文摘要:公路交通电子监控在智能交通应用中起着至关重要的作用,是智能交通系统建设中的重点和热点问题。本文针对公路交通电子监控系统设计及关键技术开展研究工作。 公路交通电子监控系统的整体框架设计和关键技术选型。围绕实际应用业务系统需求,针对系统框架设计和技术路线选择进行研究,对视频车辆检测、道路电子监控、交通管理调度系统三个重点问题进行深入研究,设计并建立了完整的应用系统框架。 公路交通电子监控系统的关键技术分析研究。针对公路交通系统中视频监控摄像头的定标算法、甄别车辆存在的视频检测方法的关键技术进行分析研究,提出了简洁高效的解决方法。 系统应用实例与评测。立足本文研究工作,依托天津交管局滨海新区分局的客户需求,真实实施了一个完整的公路交通交通电子监控系统,并取得了较好的应用效果。在此基础上提出了后续的研究展望。 希望本文工作成果对国内公路交通电子监控系统以及相关视频监控关键技术等工作有较好的参考价值。  
英文摘要:Electronic monitoring technology for traffic applications plays a vital role in intelligent transportation, and it is also the key and hot issue in the construction of intelligent traffic systems. This paper is to study the design and key technology for electronic monitoring system for intelligent traffic system Framework design and key technology selection of electronic monitoring system for intelligent traffic.Focus on system requirements for practical applications, to study the design framework and technology selection for the system, and to study deeply in three key issues related to video vehicle detection, road electronic monitoring, traffic management and scheduling system, to design and build a complete application framework. Analysis of key technologies for electronic monitoring system for intelligent traffic.Focus on calibration algorithm for video surveillance camera of intelligent traffic system, to study the key technologies of video vehicle detection methods, and to present simple and efficient solution. Application and Evaluation.Based on the study of this paper, relying on the customer’s demand of Tianjin Binhai Traffic Bureau, a complete electronic monitoring system for intelligent traffic has been implemented and gets better application results. Based on this actual application case the paper proposes the follow-up research prospects. I hope this study on electronic monitoring system for domestic intelligent traffic control and key technologies related to video work has a good reference value
