中文摘要：	随着用户需求多元化、服务与资源竞争日益突出等发展不确定因素的增加，自20世纪70年代起，国际图书馆界开始将战略管理理论引入图书馆管理研究与实践中。近年来， 我国公共图书馆面对发展定位，也开始使用战略工具在政府调控与自身实践中寻求解决办法，但在实践中缺乏科学的理论指导。本研究力图通过分析我国公共图书馆战略制定的各种影响因素，集中研究战略制定的关键影响因素及其作用机理，实现战略制定理论与图书馆实践的有机结合。 本研究的总体研究思路分为四个阶段：第一阶段，集合已有理论基础与网络调查数据，探讨公共图书馆战略制定的基本理论与实践现状。第二阶段，通过理论分析演绎与专家访谈结合的方式，从主体、工具、内容等三个维度提出我国公共图书馆战略制定影响因素体系。第三阶段，调研公共图书馆战略制定的影响因素，分析影响因素的作用因子，确定关键影响因素。第四阶段，探寻关键影响因素的作用机理，并通过实例加以补充验证，进而提出提升战略制定能力的策略。 本研究的主要内容从基础概念的梳理开始，分析当前图书馆战略的实践状况；构建公共图书馆战略制定影响因素体系；通过实证数据的统计分析获得公共图书馆战略制定的公共作用因子与关键影响因素；进而对关键影响因素的作用机理进行分析，提出具有针对性的战略制定策略。全文共分7章，采用文献调查、专家调查、深度访谈、统计分析、案例分析等方法，开展相关研究。 本研究的结论可分如下四个部分。第一部分，公共图书馆战略制定理论与实践具有学科特性，这是本研究的重要切入点。第二部分，公共图书馆战略制定涉及战略制定主体、工具以及内容，众多影响因素可依次划分为主体类、工具类与内容类三部分。经过理论分析，本研究得出35个基本影响因素，其中主体类因素包括馆长、中层管理者层次以及外部参与者三个层次共8个具体影响因素；工具类分为战略制定工具与图书馆评价工具2个具体影响因素；内容类则涉及政治环境、经济环境、社会环境、技术环境、利益网络、行业因素、自身因素、战略制定本身成本因素等8个层次共25个具体影响因素。通过专家调查实证数据，运用主成分分析法确定4类13个因素为战略制定的关键影响因素，20个影响因素为一般影响因素，2个因素影响作用不明显。第三部分，关键影响因素影响公共图书馆战略发展演进。与一般影响因素相比，关键影响因素对公共图书馆战略制定的影响更为直接，公共图书馆战略制定是关键影响因素均衡的结果。关键影响因素在变化速度、处理方式等方面具有各自特征，公共图书馆战略制定不同阶段、制定不同层次战略，其作用特点各有区别。第四部分，公共图书馆战略的科学制定需要一系列的保障策略。战略主体层面，加强馆领导与中层管理人员的个人战略素养培养，并通过管理措施利用程序理性规范个人行为。战略工具层面，坚持工具性与易用性；减少工具利用障碍，实现图书馆评价工具与战略制定工具的对接；战略内容层面，引导组织外部结构性因素、构建公共图书馆关系网络以及多元化创新化丰富战略内容。 本研究的创新之处主要有以下几点： 第一，从战略制定主体、工具以及内容三个维度构建公共图书馆战略制定影响因素体系。深入挖掘公共图书馆特征与战略制定理论的关系，将其发展成为具有图书馆学科特征的战略制定理论。通过理论演绎分析与实践材料总结，提出公共图书馆战略制定的影响因素体系。通过专家调查的实证数据分析，验证影响因素体系各因素的作用程度，得出关键影响因素与一般影响因素。 第二，揭示关键因素的作用机理以及对公共图书馆战略成长的作用。基于影响因素的发展速度以及被管理程度对影响因素分类，分析影响因素在公共图书馆战略制定不同阶段的特点以及公共图书馆总体战略、职能战略两个层次中的关键影响因素的作用表现。 第三，提出提高我国公共图书馆战略能力的对策体系。以关键影响因素管理为基础，提出我国公共图书馆战略的科学制定需要主体、工具、内容三个层面的对策保障。公共图书馆战略制定应顺应经济基础与文化政策，同时发挥权利因素、关系因素、能力因素的良性影响。本研究探讨我国公共图书馆战略制定问题，是将战略制定理论研究向公共图书馆具体实践进一步靠近的尝试。
英文摘要：	The environmental uncertainties such as diversified needs of users, services and resources competition are becoming increasingly. In 1970’s, the international library community begun to introduce strategic management theory into library management. Faces to the development orientation issues, the Chinese public libraries have begun to use strategic tools to seek solutions between government regulation and their own practice. However, there are still some puzzlement between the universal theories of strategic planning and the specialized applications in public libraries field. The purpose of this dissertation is to analysis a series influenced factors about public libraries’ strategic planning process and find out the action and the otherness in different content of the key factors in China by combining principles and methods of strategic planning and practical work of library. The overall research ideas of this dissertation are divided into four phases. The first phrase, the author absorbs more mature theory of strategic planning and strategic management carries out a nationwide net web survey, in order to explore the fundamental theoretical and practical basis of strategic planning. The second phrase, the author proposes an influencing factors system which is included subject, tools and content three dimensions by the way of theoretical analysis and nationwide expert depth interviews. The third phrase, through an expert survey and its data analysis, the author analysis the common factors and determines the importance of factors, and then verifies hypotheses to obtain the influencing factors’ collection of key factors and the general factors. The fourth phrase, the author explores how those key factors play a role in public libraries’ strategic planning process and strategy development based on the results of previous. The dissertation has used a specific library's strategic planning activities example to validate the influencing factors and its working. Then, the author proposes some advices to enhance the strategic planning activities in subject, tools and content three dimensions. The main content of this dissertation includes the following: basic concepts analysis; the analysis of library strategy planning practice status; Constructing a factors system public library strategy planning; finding out the common factors and key factors of public library straregy planning by statistical analysis; analisising the role of key factors in public libraries’ strategic growth; giving some advice about public library strategy planning. This dissertation consists seven chapters to complete the research by taking advantage of some research methods which is including literature survey, expert survey, statistical analysis, case analysis and so on. Through theoretical reasoning and empirical analysis, the main conclusions of this study can be divided into the following four parts. Firstly, there are its own subject characteristics in the theory and practice of public libraries strategy formulation. This is an important entry point of this paper. Secondly, the public libraries strategy planning activists is a system of subjects, tolls and contents, so the influenced factors can be divides into three parts which are consist of subjects part, tools part and contents part. This dissertation has been gotten thirty-five basic influenced factors by theoretical analysis. The subjects’ part consists of librarian, department managers and external participant’s calendars three levels and eight specific factors. The tools’ part consists of strategy planning tools and library evaluation tools two specific factors. The contents’ part consists of political environment, economic environment, social environment, technological environment, interest networks, industry factors, organization factors and cost factors eight levels twenty-five specific factors. Through the empirical data analyzing of expert survey, the dissertation has been gotten thirteen key factors which in four categories, twenty general factors and two factors which have little significant influence. Thirdly, the key factors influence the developing process of public libraries’ strategy. The key factors play the more important place in public libraries strategy planning which the result is of the balance of key factors’ working. They have their own characteristics in change rate and management methods. There are some differences of working characteristics in different stages of public libraries’ strategy planning and in different levels strategies. The example proved the above analysis. Finally, public libraries plan strategies in scientific way require a series of security strategy. In subjects’ level, the advices are enhancing the personal innovation of librarian and department managers while regulate personal behaviors by using management procedures. In tools’ level, the advices are simplifying tool-use disorders and getting the match between strategy development tools and library evaluation tools. In contents’’ level, the advices are guiding the role of structural factors both within and outside, constructing of network of public libraries and enrich the strategies’ contents in plural way and innovative way. The innovation points of this dissertation include hereinafter several issues. Firstly, the system of influenced factors has been constructed in three dimensions of subjects, tools and contents. The new strategy planning theory which has library science features has been developed by combining the public library features and the theory of strategy planning. Through theoretical analyzing and practical summering, the paper has proposed an influencing factors system of public libraries’ strategy planning in China. Then, verifies the important levels of each factor in the system and obtains the key factors and general factors at the base of empirical data analysis which has been gotten by nationwide expert survey. Secondly, the dissertation reveals the mechanism of the key factors and the role in public libraries’ strategic growth. The influenced factors have been classified by the standards of their develop pace and the degrees of to be managed. It also explores the features in different stages of public libraries’ strategy planning and the performances of key factors in total strategies and functional strategies levels. Thirdly, the dissertation gives a model system to improve the strategic capacity of public libraries. Base on key factors management, this dissertation advise some countermeasures from body, tool and content level. Public library should conform to the economic basis and cultural policies and use coordinating factors, relationship factors, and capacity factors. This is an attempt to close the strategy planning theory to the concrete practice in public libraries.
