| 中文摘要： | 随着我国经济的不断发展，作为信息技术产业中坚力量的军工科研院所在新时期面临着新的挑战和机遇，军工科研院所的技术创新能力直接关乎着我国构建创新型国家目标的实现，同时也很大程度上影响着我国建设国防现代化的进程和国防安全。面对新的国际环境和市场挑战，军工科研院所如何调整技术创新战略来解决其在发展进程遇到的诸多问题，并依靠技术创新战略的有效实施和控制来达到整体战略的实现具有重要的现实和理论意义。 本文首先综述了技术创新战略对军工科研院所的重要性，并阐述了理论界对技术创新战略的研究动态和技术创新战略的分类。在环境分析中，采用PEST、SWOT模型对我国军工科研院所的内外部环境进行了分析，找出其优势、劣势、机会与威胁，并针对各种战略组合提出了实施要素。接下来对国有军工科研院所的技术创新战略进行了行业定位，通过对每一种战略适用对象的分析，提出了战略在制定后的实施和控制要点。最后文章以A研究所作为研究对象，结合该研究所自身的发展战略，分析了该研究所目前的内部条件和外部环境、行业内的技术特点以及当前领域内技术发展的方向，针对分析得出的结果，提出了适用于该研究所的技术创新战略，并围绕着该研究所在技术创新原动力、创新项目整体规划、创新项目的启动、组织结构调整等方面提出建议。 本研究具有以下主要特点：第一，针对国有军工科研院所技术创新战略开展研究，科研院所可以通过不断的技术创新提高经济效益及自身的市场竞争能力；第二，紧密结合实际，根据军工科研院所的市场情况，分析企业在技术创新方面的现状及存在问题，从而阐明军工科研院所技术创新战略选择及战略举措。第三，为目前国内的各大军工科研院所技术创新的有关部门提供了有益的决策建议。 | |
| 英文摘要： | With the continuous development of China's economy, as the backbone of the information technology industry, military research institutes are facing new challenges and opportunities in the new period. The technological innovation capacity of military research institutes directly related to the goals of building an innovative country, also significantly influenced the process of modernization of national defense construction and national defense security. Facing the new international environment and market challenges, how to adjust the technology innovation strategy of military research institutes to solve the problems encountered in the development , and rely on effective implementation and control to achieve of the overall strategy have an important practical and theoretical significance. Thesis reviews the importance of the technological innovation strategy to military research institutes, and described the strategy of technological innovation .Then, by using PEST, SWOT model, thesis analyze the environment of military research institutes, and give the method of strategy’s implementation and control. In the end, through the examination of A institute, thesis provide an application of this article. This study has the following main features: First, aim to the research of the technology innovation strategy of state-owned military research institutes,and through constant technological innovation to enhance economic efficiency and its competitiveness in the market; Second, according to military market, analysis of enterprise technology innovation in the present situation and existing problems .Third, thesis provides a useful decision-making relevant recommendations to military research institute. | |
