| 中文摘要： | 区域创新体系是在一定区域范围内，通过在生产体系中引入新要素，实现要素的新组合而形成的促进资源有效配置的网络体系。该网络可以推动区域内新技术或新知识的产生、流动、更新和转化，促进资源的有效配置，提高区域创新能力，推动产业结构升级，形成区域和国家的科技优势。 我国创新服务体系严重滞后引致的创新不足，正在削弱我国产业的竞争优势；资质认证和标准制定的不健全以及层出不穷的国际贸易纠纷，也抑制了我国产业的发展空间并进一步冲击我国产业健康发展；中间性组织的缺失造成了企业与政府间的二元结构，难以充分发挥市场机制的作用。行业协会已成为市场体制改革深化和政府职能转变的必然要求。 在建设以企业为主体的区域创新体系的过程中，行业协会无疑占有着重要的地位。本文以行业协会在区域创新体系中的作用为视角进行分析，通过北京市和中关村行业协会发展的案例，提出了政府与行业协会合作治理的“中关村模式”，对行业协会在区域创新体系中如何发挥积极作用，政府如何支持和扶持行业协会的发展，现阶段行业协会发展中所面临的困难以及相应的解决对策等问题进行了系统分析和总结。 | |
| 英文摘要： | Region innovative system is a net system that has been fetched in new factors. This system could make new technology of the new region, flowage, update and translation, and promotes effective scheme of recourses, improves the creativity of the region, drives upgrade of industrial structure, shapes the advantage of regional and national technology. In China, the absence of creativity weakens our industrial competitive advantages. The absence of authentication of qualification and emerge in endlessly international trade dissension also restrains the healthy development of industry. The absence of median organization causes the dual structure of the government, which is very hard to exert the mechanism of market. The guild has become the inevitable requirement of the revolution of the Market. In the process of developing the company-oriented region, the guild has the most important position. China is in the process of system revolution, the development of the guild is relatively slow. Thus, this article analyzed the regional innovation, and researched “Zhong guan Cun” mode through the cases, and finally summarized the solutions of how to develop and support the guild. | |
