中文摘要：	本文针对目前高校图书馆社会化信息服务难以满足社会对深层次信息服务的需求的问题，探索性地提出了高校图书馆的一种新型的服务——智库服务。 本文首先对高校图书馆开展智库服务的必要性与可行性进行了论证，然后通过问卷调查，获得了校外的政府、企事业单位、科研教育机构和校内的图书馆工作人员和高校学生对于高校图书馆开展智库服务的优势和劣势、服务对象、内容和方式、收费及管理等相关问题的看法。 根据问卷调查结果及反映的问题，本文针对政府部门、企事业单位、科研教育机构、社会大众四类服务对象，从人员构成和服务形式等方面提出了具体的智库服务模式：面向政府部门的决策支持模式，可采用独立服务以及与政府内部咨询机构合作的服务形式；面向企业的管理与技术支持模式，可采用直接服务以及通过中介间接服务的形式；面向科研教育机构的科研支持模式，可采取辅助支持或者承担子课题的服务形式；面向社会大众的服务模式，可采用一对一或多对一的服务形式。 为了保证智库服务的顺利开展，本文又结合调研从经费的来源与收费问题、部门的设立与人员素质要求、加强与社会的交流、校内沟通与校外合作几方面探讨了高校图书馆智库服务的保障措施。 最后，本文提出了各高校图书馆开展智库服务可根据本馆实际情况量力而行，条件好的图书馆可以先行一步，发展成熟后再向全国高校图书馆推广的建议。
英文摘要：	In the present, the socialized information service of academic library is difficult to meet the social needs of deep-seated information services. Aiming at this issue, this dissertation proposes a creative and exploratory type of service of academic library-think tank service. This dissertation demonstrates the necessity and feasibility for academic library to carry out the service of think tank firstly, and then it conducts an investigation of government, enterprises, scientific research and educational institutions, academic library staff, and college students on the advantages and disadvantages, service targets, contents and methods, charges and management of academic library think tank service. On this basis, this dissertation proposes four models of think tank service for government departments, enterprises, scientific research and educational institutions, and public: decision support model for government departments, which can adopt the form of independent service or cooperating with the consulting agencies within the government; management and technical support model for enterprises, which can adopt the form of direct services or indirect services through an intermediary; research support model for scientific research and educational institutions, which can adopt the form of auxiliary support or undertaking a subproject; public service model. In order to ensure think tank services can be carried out smoothly, combining with the investigation, this dissertation discusses the safeguards of think tank service of academic library from four areas: funding sources and fees, the establishment of department and the quality requires of personnel, strengthening communication with the community, communicating inside universities and collaborating outside universities. A proposal is given finally that this service can be piloted in the libraries of good conditions. When it is mature, it can be promoted to other academic libraries on a national level.
