中文摘要：	新农村住宅建设改造是解决农村土地零散化，实现土地规模经营的一项重大举措，它对于促进中国农业的产业化发展，实现农业的现代化和社会主义新农村建设具有重要意义。合理有效的新农村建设改造不仅能够带来土地利用效率的提升，也能够有效地保护农民的主体利益，因此寻求一种适合当前情况的农村住宅建设改造方式势在必行。 本文从我国农村土地改造的现状及存在的问题出发，以河南省虞城县城郊乡杨老家村土地综合试点项目为例，分析了原有农村住宅用地的实行所带来的问题；一方面是土地资源的极大浪费；另一方面是原有建筑为农民自建，缺少统一的规划，使得景观效果不足。在此背景下，本研究提出了一种新型的土地综合治理模式——政府、企业合作开发，并对其项目可行性进行深入研究。 论文第一章阐述了本研究的背景、目的和意义，以及研究内容与方法；第二章对农村地产相关理论，以及定位理论和STP战略进行了回顾。第三章系统地分析了我国农村住宅发展现状、问题与趋势，并对河南省农村住宅发展状况进行分析，论述了新农村住宅开发的必要性和可行性，提出了有别于传统住宅模式的新型农村地产形态；探讨了农村住宅建设的内涵、特征与演进趋势，并对国外成功的农村住宅案例进行综合分析。第四章以河南省虞城县城郊乡杨老家村为例，对在河南省虞城县新农村建设项目可行性进行了研究和讨论；第五章基于定位理论对新农村建设项目项目的可行性实施进行深入研究，包括对杨老家村新农村建设项目的运营和分析，以及项目实施控制等。 本文的创新点在于，从理论与实际相结合的角度，研究了我国新农村住宅项目的可行性并提出项目实施步骤、措施、以及风险控制等，希望本文的研究对我国新农村建设有所裨益。
英文摘要：	New countryside reform is not only to bring in land use efficiency improvement, but also to protect the famer’s benefit , so it is necessary to find a series of suitable and correct measure of for the reform of current situation in housing construction. This composition was focus on the current status and present problem of our rural land reform and based on the case of rural reformation experimental unit of Yanglaijia village, Chengjiao country ,Yucheng county , Henan province ,it analyzed the disadvantage of primary residential land of our country : on the one hand ,it is a big waste of land resource; on the other hand, because of the rural house was built by farmer themselves, it had not been arranged and utilize effectively and it had not the landscaping impression .In this context, the researcher produced a new type model of land comprehensive ---- the government and enterprises cooperative develop and make a feasibility study in-depth on the project. The first chapter of this paper introduced the background, purpose and significance, and the main content and method ； the second chapter related to the details of tenement theory and STP strategic The chapter three of this paper analyzed the situation of rural housing development, issues and trends and discussed the rural housing development current status of Henan , this chapter expatiated necessity and practicability of the new rural housing development and argued the new rural development model differs from the traditional patterns； It discussed the connotation, character and development of the rural house construction, meanwhile, it made a comprehensive analysis about the success case of some foreign country.Then, in the case of Yanglaijia village, Chengjiao country ,Yucheng county , Henan province, the chapter four investigated and discussed the feasibility of the new rural construction project of Yucheng county ； in the chapter five, the writer studied the the feasibility of the new rural construction project in-depth based on the STP strategic, it analyzed the operation risk of the new rural land construction and discussed the feasibility of the project finally. The innovation point of this composition is it combine the theory and practice effectively and Study the feasibility of the new rural housing projects about project implementation procedures, measures and risk control etc. I Hope that the study of this composition is benefit to our new rural construction.
