中文摘要：	中国作为世界上最大的发展中国家在其加速工业化进程中对有色金属的需求十分强劲，尤其是对铜的需求一直处于迅速增加的态势。由于我国是一个铜矿资源比较紧缺的国家，铜矿产量与铜冶炼产量之间的差距不断扩大，这样就会促使废杂铜利用量的增加。我国废杂铜在铜冶炼投料中的比例约为27％，按2007年320万吨的精炼铜产量，需要86.4万吨废杂铜，加上铜材加工等直接利用部分的94万吨，以及补充铜精矿进口不足所需的12万吨，废杂铜需求总量约在192.4万吨，其中国产68万吨，进口废铜达到124.8万吨。为了缓解上述铜矿产量与铜冶炼产量差距不断扩大的矛盾，现实可行的办法就是积极利用废铜资源。而废铜资源的利用有将近2/3是来自于从海外进口，但是在从海外回收废铜的过程中会出现因政策、经济、不可抗力等因素产生的风险，这些风险可能会对回收过程产生十分不利的影响，因此对从海外回收废杂铜项目进行风险管理研究是非常重要和必要的。 本文通过运用风险管理和项目风险管理的相关理论，主要对从海外回收废杂铜项目的风险管理进行研究。首先以A公司从海外回收废杂铜项目为例，对其进行风险管理特征分析；其次通过头脑风暴法和系统分解法等方法对该项目所存在的风险进行识别，对风险类型进行区分，并确定风险源和风险的危害程度；最后在识别和度量的基础上，对该项目运行过程中可能出现的风险提出应对策略和监控措施。 本文的研究成果主要体现在将项目风险管理理论与从海外回收废杂铜项目相结合，提出了从海外回收废杂铜的风险防范措施和建议，对从海外回收废旧资源的企业具有一定的借鉴意义。 本文对从海外回收废杂铜项目的风险识别与应对问题进行了研究，但是无论是从研究的深入程度还是研究方法都有待进一步的提高。随着中国对从海外回收废旧资源政策的进一步开放以及金融市场的进一步完善，将会对我国从海外回收废旧资源企业从容应对各种风险，提升自身的风险防范能力具有非常重要的意义。 关键词：风险管理 项目风险管理 废杂铜回收
英文摘要：	China as the largest developing country in the world, the demand of non-ferrous metals is very strong during the process of accelerating the industrialization, especially the demand of copper has been increasing rapidly. Since copper is scarce resource in China, the gap between the production of copper mine and copper smelting is getting widening, which would increase the utilization of scrap copper. The percentage of the input of scrap copper in the copper smelting process is approximately 27%, according to the figures in 2007, the output of 3.2 million tons of refined copper, need 864 thousand tons of scrap copper, plus the direct use of 940 thousand tons during copper processing, and supplement 120 thousand tons for insufficient imported refined copper, the total demand of scrap copper is about 1.924 million tons, of which 680 thousand tons of produced domestically and 1.248 million tons of scrap copper is imported. In order to alleviate the conflict on the widening gap between the output of copper production and copper smelting mentioned above, the realistic approach is efficient use of scrap copper resources. Nearly 2 / 3 scrap copper resource is imported from overseas, but there are risks arising from policy, economy, force majeure and other factors during the recycle of scrap copper from overseas, and these risks may have negative impact on the recycling process, therefore risk management on the recycling of scrap copper from overseas is very important and necessary. This thesis is based on the relative theory of risk management and project risk management, mainly focus on the research of the risk management on recycling of scrap copper project from overseas. Take recycling scrap copper project from overseas in Company A as an example, analyze its risk management characteristics; then identify its risks by brainstorming method, system decomposition method and other methods, distinguish between types of risk, and determine the risk source and the harming levels of risks; finally, based on the recognition and measurement, propose the coping strategies and monitoring method for risks that may arise during the operation of the project. This research is mainly reflected in the combination of project risk management theory and recycling scrap copper project from overseas, proposed the prevention methods and recommendations on the risks of recycling scrap copper from overseas, provide significant reference to the enterprises that recycling used resources from the overseas. The research on risk identification and monitoring of recycling scrap copper from the overseas is needed to be further improved from the depth research and method of research. With the policy for recycling used resources from overseas getting more liberated and further improvement in the financial market, it will has significance for enterprises of recycling resources from overseas to calmly deal with a variety of business risks and enhance their ability to monitor against the risk.
