中文摘要：	摘要 自拉里·博西迪和拉姆·查兰提出执行力的概念以来，执行力就成为了理论研 究者关注的焦点，如何建设并提升组织执行力更成为了组织发展的关键。当今 的时代是全球化、市场化和信息化交织推进的时代，在这个时代背景下，组织 面临着更加丰富、复杂和易变的环境。同时随着我国社会的发展，社会利益关 系的复杂化不断加深，各类纠纷诉讼案件数目不断上升，而由于基层法院缺乏 执行力，对社会矛盾无法有效调解，严重影响了社会稳定，所以提升基层法院 执行力，提出一种新颖的创新解决机制迫在眉睫。 本文基于对执行力相关理论的回顾分析，明确了执行力的研究背景和研究 意义，并通过对青岛市基层法院实际的调查，分析了青岛市基层法院执法的内 外部环境，指出当前每个群体都面临着加强组织执行力的问题。其次本文探索 归纳了青岛市基层法院执行力的影响因素，指出法院执行力不高是因为立法漏 洞、执法人员综合素质不高、公民法律意识淡薄等。在归纳出的问题的引导下， 本文对于提高青岛市基层法院执行力提出了相关建议，从执行力的设计原则、 设计目标、执行力的结构等三方面引出了提高青岛市基层法院执行力的设计方 案。最后本文从调整组织结构、提高执法人员素质、建立执法绩效结构考核体 系、建立四大执行文化等四大方面提出建议，研究提升青岛市基层法院执行力 的实施策略。
英文摘要：	Abstract Since Larry Bossidy and Ram Charan set forth the concept of execution, execution has been the focus of theoretical researchers’ attention. Moreover, how to intensify execution becomes the key of the development of an organization. This is an era of globalization, marketization and informationization, and an organization faces the more complex and changeable environment. As the development of Chinese society, the relationship of social benefits becomes more and more complex and the number of all kinds of cases of disputes and litigation keeps growing. However, being lacking in execution, the courts at the basic level cannot effectively regulate social contradictions which results in severe impacts on social stability. For this reason, to improve the execution of basic level courts and put forward a new solution mechanism filled with innovations become quite urgent. Basing on the review and analysis of the theories of execution, this paper clarifies the research background and significance of execution; through the investigation to the basic level courts in Qingdao and the analysis of their internal and external environment for execution, this thesis points that the basic level courts in Qingdao have insufficient execution. Furthermore, having concluding the influence factors of the execution, this thesis indicates that the courts’ execution is insufficient because of legislative loopholes, poor comprehensive quality of law-enforcement officials and weak legal consciousness of citizens, etc. Following the summarization of such problems, some suggestions to improve the execution of the basic level courts in Qingdao are provided and the plan for improving execution is established from the three aspects of principle, target and structure. At last, this paper studies the implementation strategies of improving execution after the suggestions provided by the four aspects of adjusting structure of organization, improving capabilities of law-enforcement officials, establishing the performance evaluation system and forming execution culture.
