中文摘要：	区域产业竞争力是当前经济学界的研究热点和各地区深入实践的重大课 题。特别是2008 年全球经济危机对各区域发展既是一场应对危机的考验，也是 一次难得的发展机遇。在新的国际国内发展环境下，各地都在竞相探索谋划旨 在更好推进区域经济可持续发展的战略和路径，主动挖掘和发挥自己的发展潜 力，趋利避害，找准在全球经济大变局中的产业定位和竞争优势，并尽快转化 为一种化危为机的突破和出路，使后发地区不断赶超，发达地区持续打造新优 势，赢得发展先机。 本文以战略竞争理论为指导，以小店区产业竞争力发展为研究对象，通过 对小店区产业竞争战略及竞争优势形成发展过程、现状、存在问题以及未来发 展目标进行分析，梳理出小店区优势产业竞争战略主线，并提出区域提升产业 竞争力发展战略的实施对策。 本文主动回顾总结了小店区经济发展特别是产业发展的经验和教训，在认 真分析把握区情和产业发展现状的基础上，运用产业竞争理论提出相关对策， 旨在推动区域经济社会的健康稳定协调可持续发展，进而使小店区产业经济在 激烈的市场竞争和区域竞争中获得持久的竞争优势。 本论文共分为六章：第一章是绪论，主要介绍论文的研究背景和研究意义、 研究内容和研究方法。第二章回顾了竞争战略理论特别是产业竞争优势理论以 及迈克·波特的产业竞争力钻石理论模型和SWOT 分析工具，为全文的研究寻求 理论支撑。第三章主要运用SWOT 分析工具对小店区产业竞争力发展的现状、优 势与劣势、机遇和挑战进行了分析，并讨论区域产业竞争优势形成过程中存在 的问题，提出小店区产业竞争优势战略定位和目标。第四章从小店区现代农业、 新兴工业和高新技术产业、现代服务业等方面提出了区域产业竞争战略的实施 对策。第五章结合政府对产业竞争力各个生成条件的影响，阐述政府在产业竞 争优势形成过程中的作用。第六章是结论，对本文的研究进行归纳和总结。 本文的创新点在于，通过理论与实际相结合的研究，阐述了小店区产业竞 争战略设想，并从可操作性和推动可持续发展的角度，对小店区产业竞争优势 发展战略的实施提出对策和建议。
英文摘要：	The research of regional economic development is the hot issue in present economic scope. The global economic crisis in 2008 not only provides a test but also a rare development opportunity for regional development. In the new international and domestic developmental environment, different regions are all designed to find out the better ways and strategies to further improve the continuous development of regional economics. How to make use of their advantages and to avoid disadvantages, how to find out their own new economic superiorities, how to put a right status in the industry orientation and competitive advantages in the changing global economic situation so as to make a breakthrough in the crisis, and how to win more developmental opportunities are all the urgent and important issues for the various regions. Guided by the theories of strategic competition, focused on the research object of XiaoDian District’s industry competitive development, this thesis not only cleans up the main thread of competitive strategies of preponderant industries in XiaoDian District through the study of its economic development history, current situation and the analysis of its existent problems, but also put forward the solutions and strategies of regional economic superiorities. Through the review and summary of the experiences and lessons learned in the economic development especially in the industrial development, and through the careful analysis of the current situation of the regional economic development, this thesis puts forward many feasible strategies designed to promote the healthy, stable and continual development of the regional economic society. All these strategies have helped XiaoDian achieve the continual economic development in the fierce competitive situations of market and regional competition. The thesis is divided into six chapters. The first chapter is the introduction, describes the research background and research papers’ significance, ideas and framework. Chapter two provides a theory support for the whole thesis. In this Abstract III chapter, the author reviews all kinds of the competitive strategies theories, especially Mike Porter’s Diamond Competitive Theory and SWOT analysis tool. By using the SWOT tool, chapter three analyses the present situation, the advantages and disadvantages, the opportunities and the challenges of XiaoDian’s industry competitive force. Through the discussion of the present problems existed in the course of development, the author also puts forward the strategic orientation and aims of XiaoDian’s industry competitive advantage strategies. Chapter four provides some solutions and strategies of regional economic superiorities from the aspects of XiaoDian’s agricultural, new industry and Hi-tech industry, modern service industry etc. Chapter five analyses the correspondent functions the local authorities should have. Chapter six is the conclusion and the summary of this study. Innovation of this paper is that, by combining theoretical and practical research, the author expounds XiaoDian District’s industry competitive and strategic envisage, and from the operational point of view, the author also puts forward some suggestions and strategies for the implementation of XiaoDian District’s industry competitive superiorities development.
