中文摘要:摘要 国内外优秀企业通过采用的供应链管理模式获得了巨大的竞争优势,而大多数科研院所都面临“多品种、小批量、技术状态变化快”的特点,生产组织模式尤其是采购模式还都停留在“人海战术”上,很多时候管理者都在扮演着“救火队长”的角色,管理能力和管理手段都亟待提高。 十五所隶属于中国航天科技集团公司中国运载火箭技术研究院,主要从事航天发射技术与发射装置研究、运载火箭运输特种车辆研究、重型特种车辆研究,本文在大量理论研究的基础上,通过对十五所的发展前景、产业政策、物资采购的特点等方面进行系统研究,提出了该所的采购供应管理模式研究的必要性和紧迫性,并应用战略管理知识、采购供应管理知识以及战略管理的相关理论、工具和方法,结合自己的工作实际,设计并组织实施了创新性采购供应管理模式。 本文第一章主要论述了课题的研究背景、研究方法及框架、研究意义等内容。随着武器装备采购制度的改革和军品市场的逐步开放,军方竞争择优市场意识的加强,同时国家在军工企业能力建设方面提出由任务保障型向任务能力型转变,强调“寓军于民”,各军工科研院所均开始研究“经营成本”与“市场竞争”的重要关系。 第二章,主要以理论学习回顾的方式,系统回顾了企业战略制定、企业战略与采购供应战略的关系,以及采购供应战略制定方法。 第三章,主要分析论述了十五所的发展现状及竞争环境。本章以详实的数据和事例,对十五所现状及军工产业所处的竞争环境进行了深入细致的分析,以期找到企业战略及其采购供应战略制定的支撑点,思考、选择采购供应管理模式研究的切入点。 第四章,在分析十五所物资采购内部环境、采购物资分类和采购策略的基础上,介绍了十五所的采购供应战略、采购供应模式的研究、设计过程。 第五章,在归纳总结十五所供应模式研究成果的基础上,逐一介绍研究成果在企业生产、经营管理中的应用。深入细致地阐述了十五所的采购供应模式应用效果和存在问题,以动态管理的思路和方法将采购供应管理模式涉及的所有要素串接起来。 最后得出结论:军工科研院所尽管面临很多制约因素,无法向完全市场化的企业一样实施供应链管理,但可通过有条件优化采购供应模式,提高物资供应可靠性和效益,继而提高产品的可靠性和缩短采购周期。  
英文摘要:Abstract Outstanding foreign enterprises achieved a great competitive advantage through using supply chain management , but most research institutes are facing these issues of "many varieties, small batch, rapid technological change of state". Production & organization models are also remain in the "human wave tactics", especially for purchasing model, managers act "fire chief" role in almost time, management capacity and management tools should be improved urgently. Fifteen under the China Academy of Launch Vehicle Technology of China Aerospace Science and Technology Corporation, mainly launch technology and launcher of the launch vehicle transportation of special vehicles, heavy-duty of special vehicles research. Based on a large number of theoretical studies, through the Fifteen prospects, industrial policy, the characteristics of materials of procurement system, The paper bring the significance and emergencies of supply chain management. and design and implement an innovative procurement and supply management via studying relevant knowledge theory&tools and methods&application of strategic management, procurement, supply management and strategic management and combining with their practical work.. This first chapter discusses the research background, research method and framework of meaning and so on. With the weapons procurement system reform and military markets gradually open up, the military headquarters strengthen competition and selection of market awareness. At the same time nation request capacity-building in military industrial enterprises to switch task of protection to the mission capability, stress that "combine military people" .the military research institutes have begun to study relationship between "operating costs" and "market competition" . The second chapter, the main way to review the study of theory, the development of corporate strategy, corporate strategy and the relationship between procurement and supply strategy, as well as procurement and supply strategy development method. The third chapter, analyzes and discusses the fifteen major development status and the competitive environment. This chapter deep analysis the industry status and competition environment based on detailed data and examples of fifteen military situation and the competitive environment in order to find the business strategy of procurement and supply strategy development and choose the procurement and supply management model entry point. Chapter IV purchasing of fifteen in the internal environment, procurement of goods classification and procurement strategy, based on the introduction of the fifteen of procurement and supply strategy, procurement and supply model of the design process. Chapter V summarizes the fifteen in the mode of supply of research results, based on research results about each production, operation and management of applications. Intensively elaborated the effect & problems of procurement and supply patterns about fifteen, and involved all the elements with ideas of dynamic management and methods of procurement& supply management. Finally, the conclusion: In despite of many constraints and unable to come true supply chain management with fully market-oriented enterprises, the military research institutes can improve product reliability and shorten the procurement cycle by the optimized conditional mode of procurement and supply.
