中文摘要：	摘 要 水资源短缺是制约山西省经济社会发展的重要瓶颈因素，引黄入晋工程是从根本上解决山西水资源紧缺、促进经济社会可持续发展、改善生态环境的重大战略工程。该工程向太原市供水七年来，为太原市经济社会发展作出了重要的贡献，但在供水管理中也暴露了一些诸如水资源未能优化配置、供水价格机制不合理、水量偏低，水费收缴难等一系列问题，如何改革现有的管理模式，建立起政府监管有力、企业运转高效、社会公众满意的供水新体制，成为值得关注和研究的新课题。 本文遵循从典型现象到普遍规律、从实践到理论，再由理论指导实践的研究思路，采用定性与定量分析相结合的方法进行研究。 本文以供水行业相关理论为指导，以引黄工程供水运营市场化改革为研究对象，通过对引黄工程供水运营发展过程、现状、目标以及存在的问题进行分析，结合国内外供水行业市场化改革实践，提出引黄工程供水运营市场化改革的思路和措施。 本论文共分为六章：第一章是绪论，主要介绍论文的研究背景和研究意义、研究思路和研究内容。第二章回顾了供水行业相关理论，为全文的研究寻求理论支撑。第三章介绍了山西省水资源状况及引黄工程概况并分析讨论了引黄工程供水运营发展现状及存在的问题。第四章回顾国内外供水行业市场化实践。第五章借鉴供水行业市场化改革先进经验，从管理体制、供水机制、竞争机制、多元化投资、多元化经营等方面提出了引黄工程供水运营市场化改革的思路，进而提出市场化改革的措施。第六章是结论，对本文的研究进行归纳和总结。 本文的创新点在于，通过理论与实际相结合的研究，阐述了引黄工程供水运营市场化改革的设想，并从可操作的角度，提出了可实施的对策和建议。
英文摘要：	Abstract Shortage of water resources is a very important bottle-neck factor to limit the development of economic society of Shanxi Province. Shanxi Wanjiazhai Yellow River Diversion Project (YRDP) is a great strategic project that will fundamentally solve the problem of water resources shortage, encourage the sustainable development of economic society and improve the ecological environment. This project has been supplying water to Taiyuan City for seven years and has made significant contributions to the development of economic society of the city. However, some problems have exposed during the management of water supply, such as disposition of water resources being not optimized, price system of water supply being unreasonable, water volume being lower and collection of water expense being difficult. Therefore, it becomes a new topic for attention and studying that how to reform present model of management and set up new water-supply system with powerful supervision and management of government, efficient operation of enterprise and meanwhile the public being satisfied. This paper follows the studying train of thought that from typical phenomenon to universal law, from practice to theory and finally theory guiding practice, and adopts the method of combing quantitative analysis and qualitative analysis together. Being guided by related theories of water-supply trade, and taking marketability reform of YRDP water supply operation as the object of study, this paper puts forward the train of thought and measures about the marketability reform of YRDP water supply operation and development, after the analysis on the process, present conditions, target and existed problems of YRDP water supply operation and development, and with the combination of the marketability reform practice from domestic and overseas water-supply trade. This paper includes six chapters. The first chapter is the forward, mainly introducing the background, meaning, train of thought and contents of the study. The second chapter reviews the related theories of water-supply trade, seeking theoretical support for the study. The third chapter makes an introduction about present conditions of water resources of Shanxi Province and general situation of YRDP, and an analysis and discussion about the present conditions and existed problems of the operation and development of YRDP water supply. The fourth chapter reviews the marketability practice of domestic and overseas water-supply trade. With reference of the advanced experience about marketability reform of water-supply trade, the fifth chapter puts forward the train of thought about the marketability reform of YRDP water supply operation from such aspects as management system, water supply system, competition system, diversification investment, diversification operation and etc., and further proposes the related measures. The sixth chapter draws a conclusion of the study. The innovative point of this paper: it elaborates the imagination of YRDP water-supply operation marketability reform after the study of both theory and practice, and puts forward feasible countermeasures and suggestions.
