中文摘要：	摘要 行政执行力是指行政机构及其工作人员贯彻落实上级的战略决策、方针政策和工作部署的操作能力和实践能力，就是执行命令、完成任务、达到目标的能力，也就是常说的“抓落实”。当前，行政部门中普遍存在行政执行力弱化的问题，突出表现为制度执行力差，不按制度办事或打“擦边球”，严重影响各项政策、制度发挥其应有的作用。如何提高行政执行力，是摆在各级党政机关和领导干部面前的一个重大课题。加强政府执行力研究，有效提高行政执行力，有助于建设责任、法治、服务型政府，是实现行为规范、运转协调、公正透明、廉洁高效的行政管理体制的具体体现。 本文采取系统分析法、调查法、文献研究法、案例研究法、理论联系实际等研究方法，主要从三个方面对提高政府执行力问题进行了研究。 第一部分，主要综述了有关理论。一是政策执行理论，分析了政策制定与政策执行之间的关系，政策执行的影响因素、引用了过程模式的政策执行理论。二是行政执行力理论，分析了行政执行里的概念、特征以及表现形式。 第二部分，主要分析了我国政府执行力的现状及影响因素。分析了当前我国政府执行力不利的主要表现形式，并从政策本身的原因、行政组织机构的原因、政策与目标群体的矛盾、负面执政文化的影响等方面分析了导致行政执行力没有得到落实的原因。 第三部分，主要提出了加强政府执行力建设的建议，包括：提高政策质量、提升基层公务人员和领导素质、提升领导者的素质、完善行政管理机制、健全保障机制等。
英文摘要：	Abstract Chief executive power is the ability of the executive agencies and their staff to operate and practical in implementing strategic decisions, policies and work arrangements of the Superior, is the ability to executive order, complete the task and achieve the target, and it is often said "carry it out". At present, the problem that the chief executive is weakening is widespread in Administration, especially showed in the poor system execution, not acting according to the system or Playing the "edge ball", which seriously affected the Policies and system to play its due role. How to improve the administrative execution is a major issue that placed in front of the party and government organs and leading cadres at all levels. Strengthening the research of government execution and effectively improving the administrative execution, helps to build a responsibility, rule of law, and service-oriented government, and it embodies achieving the administrative system of standardizing behavior, coordinating the operation, fair and transparent , clean and efficient. This paper has adopted system analysis, investigation, literature study, case study, theory with practice and other research methods，this article mainly reseached how to improve the government execution from three Respects. The first part, put forward the theory. First, policy implementation theory, which proposed the relationship between policymaking and policy implementation, influence factor of policy implementation, and it quoted olicy implementation theory of process model. Second, the administrative execution theory, which proposed the concepts, characteristics and manifestationsin of administrative execution. The second part, presented the status and influencing factors of execution of the government. Ten forms which made a bad execution of our government were presented, and four reasons were analysised:the reasons for the policy itself, the reasons for its administrative organization, contradictions between policy and the target groups, the negative impact of the ruling culture, ect. The third part, proposed recommendations in four areas to strengthen the implementation of capacity building: improving policy quality, enhancing the quality of basic public service and leadership, to improve the quality of leadership, to improve the administrative management system, to improve the security mechanism, ect.
