中文摘要:摘 要 随着世界军事与政治形势的变化,经济建设成为我国发展的重心,军工企业过去单纯的军事需求已难以适应新时代的发展要求,选择一条适合我国国有军工企业军民融合的改革与发展之路已成为必然。现代企业管理理论认为,人力资源管理是否与企业战略保持一致,在很大程度上取决于企业是否具有与其战略发展相匹配的绩效管理体系。这一管理理念同样适合于我国的国有军工企业。科学的绩效管理体系不仅是连接企业战略和人力资源管理的桥梁,也是企业提高技术与经济效益的关键所在。因此,构建一套合理、科学、匹配于企业战略的绩效管理体系是我国军民融合型企业发展的关键所在,也是我国军工资源探索军民融合发展模式的重要命题。 本文是在我国航天军工企业军民融合发展的背景下,以清华机械厂为例,基于军民融合产业及其企业特征,研究典型的军民融合型航天机械制造企业在绩效管理中存在的难题和矛盾,分析清华机械厂现行绩效管理中存在的主要问题,明确其绩效管理改进的方向和要求,并以此提出绩效管理协同平台和创新策略举措,为军民融合型航天机械制造企业的绩效管理提供借鉴,同时也为探索新型军民融合发展模式在管理制度上的创新提供支撑。本文的结论主要在以下几个方面: 首先,本文设计和重构了清华机械厂绩效管理体系,并提出了一套具备动态性(信息动态、人员动态、技术动态)多维度(军与民双线维度)多层次(操作层、集成层、基础层)多目标(业务处室、军品分厂、民品公司)的综合协同绩效管理平台。 其次,本文基于清华机械厂多维度协同绩效管理平台系统的设计和分析,应用本次EMRA所学知识,结合清华机械厂集团式组织结构的多层、多维特性,设计出军品分厂和民品公司的BSC,形成两条主线,借鉴通用的四个维度(财务、客户、内部流程、学习与发展)模式,构建清华机械厂的BSC矩阵。 最后,本文将持续的绩效反馈机制融入到多维度协同绩效管理平台系统中,基于流程的优化,设计了绩效反馈机制。  
英文摘要:Abstract With the development of world politics and millitary affairs,economy has become the focus of development in China. The past purely military needs have been difficult to adapt to the new era demands. Choosing a military and civil amalgamation road,which is suitable to China's national conditions,have become an inevitable choice. As modern management theory mentioned,whether human resources management and corporate strategy is aligned or not basically depends on its performance management system,which is to match the business strategy. This management theory also adopts to our state-owned military enterprises. Scientific performance management system not only is the bridge to connect corporate strategy and human resource management,but also is the key to improve the technology and economic efficiency for enterprises. Therefore,building the performance management system,which is rational,scientific,and matching to corporate strategy,is the development core of Chinese military and civil amalgamation enterprises,and are the important topics for Chinese military and civil amalgamation enterprises exploring development mode. This ethics,based on the context of military and civil amalgamation development for aerospace defense enterprises in China,has taken Changzhi Qinghua Machine Factory as an example,and combined the characteristics of industry to analyze problems and conflicts of performance management in typical military and civil amalgamation enterprises. It has analyzed the current main problems of performance management in Changzhi Qinghua Machine Factory,clarified its direction and requirements of performance management innovation. This paper has put forward to performance management collaborative platform and innovative strategies for Changzhi Qinghua Machine Factory,which provides reference to performance management of aerospace military and civil amalgamation manufacturing enterprises and provides support to new military and civil amalgamation development model in management system innovation. Specifically,the main innovative conclusions of this paper are as follows: Firstly,the ethics has designed and reconstructed performance management system of Changzhi Qinghua Machine Factory,and put forward to a integrated collaborative performance management platform,which is dynamic(dynamic information,personnel development and technological development),multi-dimensional(military-dimension and civil-dimension),multi-level(action layer,integration layer and base layer),multi-objective(knowledge workers,managers,business,offices,military branches and civilian company). Secondly,this ethics has combined with the characteristics of multi-layer structure and multi-dimension organization structure in Changzhi Qinghua Machine Factory and designed BSC system of military branch and civil branches,based on the integrated collaborative performance management platform. It has referred the general four dimensions mode(financial,customer,internal processes,learning and development),and built the BSC matrix for Changzhi Qinghua Machine Factory. Finally,this ethics has put continuous performance feedback mechanism into the integrated collaborative performance management platform,based on process optimization.
