中文摘要：	摘 要 我国煤炭行业当前面临着严重的发展困扰，产业集中程度低、行业产能过剩、竞争同质化，从业人员素质参差不齐。过度地追求经济利益，缺乏对于安全管理的重视，导致了煤炭行业效益与安全事故两高的局面。2007年以来由相关政府部门主导的煤炭行业重组整合给煤炭企业的发展带来了新的机遇与挑战。面对严峻的安全形势以及重组整合后更高的安全管理要求，段王煤化公司如何正确处理安全管理与企业效益的关系？如何进行战略选择来实现段王煤化公司的长期可持续发展？这就是本文研究的问题。 本研究的主要理论依据包括可持续发展理论、价值链理论以及煤炭企业安全管理的相关研究观点，采取的主要分析方法包括PEST分析法、波特五种竞争力模型、SWOT 分析法、价值链分析法等。 本研究在回顾相关理论的基础上，首先对煤炭行业的一般环境和产业环境进行了分析，总结出段王煤化公司发展所面临的机遇与威胁。然后，在对段王煤化公司内部资源与能力分析的基础上，通过与竞争对手以及行业潜在进入者对比，得出段王煤化公司的竞争优势与劣势。结合对整个煤炭行业价值创造的分析后，本研究提出段王煤化公司实施以物的操作流程标准化和人的安全责任闭环为核心的安全战略选择，把安全作为企业持续发展的关键因素，实施公司层面的安全战略，全面推进企业的安全管理，从塑造企业安全文化，全面完善安全制度建设，安全绩效考核以及安全投资等多个方面全面提升企业的安全管理水平。 本研究的创新之处在于将价值链理论应用于煤炭行业的分析中，提出安全已经成为煤矿企业生存、成长和发展的核心基础，将研究聚焦于煤矿企业的内部安全的战略性思考上。然后结合煤炭行业现状以及段王煤化公司的资源与能力，提出针对安全战略选择以及实施方案，希望能够为相关方面的学术研究以及其他煤炭企业的战略选择提供借鉴意义。
英文摘要：	Abstract China's coal industry currently faces serious development difficulties, the low level of industry concentration, industry overcapacity, homogeneous competition, uneven employees’ quality. Excessive pursuit of economic interests and ignore of safety management has led to the coal industry with high efficiency and security situation in the two incidents. Since 2007, reorganization and integration of the coal industry which led by the relevant government department have brought new opportunities and challenges to the development of coal enterprises. Faced with the grim security situation and the restructuring of higher integrated safety management requirements, how Duanwang Coal & Chemical Corporation deal with relationship between business efficiency and the security management, how to make the appropriate strategic choices to achieve a long-term sustainable development? This is the question of this study. The main theoretical basis of this study include the theory of sustainable development, value chain theory and the elated research of coal safety management ,the main analysis methods include the PEST analysis, Porter five competitive forces model, SWOT analysis, value chain analysis and so on. First of all， this study analyzed the coal industry's general environment and industry environment , summarized the opportunities and threats that these coal enterprises faced. Then， we analyzed the strengths and weaknesses of the Duanwang Coal & Chemical Corporation. Combining the analysis of coal industry’s value creation, this study proposes Duanwang Coal and chemical company's to implement security strategic choice based on operational processes standardized and human security responsibility closed-loop and comprehensively promote enterprise security management from the shape of safety culture, building a comprehensive security system, adding security index to performance assessment and investing to the strategic sector links of security management. The innovation of this research is the theory of value chain theory is applied to analyze coal industry，the study focused on coal mining enterprises of strategic thinking on internal security. We proposed Duanwang Coal & Chemical Corporation make security strategic and give the detail program of implementation, hope our research outcome could be useful for to relevant aspects of academic research and the strategic choice of other coal companies.
