中文摘要：	摘要 航天科技工业是国家的战略性产业，代表着国家的技术水平，体现国家的综合国力，航天科技集团公司作为国家航天工业的代表企业，提出了铸造国际一流宇航公司的战略目标，并提出了资产、收入双千亿的经济发展目标，要实现这些目标，根据国际企业的发展趋势，信息化手段已成为了必要的手段之一。 目前，与国际上一流的宇航公司和国内实施信息化较成功的大型企业集团相比，航天科技集团公司的信息化程度还有相当的差距，信息化建设还存在着网络覆盖不全，总体应用水平不高，安全、标准规范体系需要进一步完善等亟待解决的问题。因此通过本项目投资的论文研究，在集团层次上开展面向集成、协同和全数字化的信息化建设，构建适合航天企业发展的信息化系统是十分必要的。 航天科技集团公司通过20多年信息化技术的应用和实施，在实施信息化工程所需要的观念、组织保障体系、技术及工程经验、专业技术人员等方面具备了良好的基础。通过本论文研究，拟新增建设投资19000万元，建立起航天科技集团公司整体范围内的信息系统网络、数据中心、信息安全保障体系、标准规范体系和应用系统，提升工程管理、综合公务管理、供应链管理的信息化水平，促进航天产品研制生产和企业管理模式的创新。 同时，本论文研究的项目内容符合国家在信息化建设方面的政策导向，技术上具备领先性，资金来源能够充分保证，经济效益和社会效益良好。项目建成后将使航天科技集团公司的信息化程度在国内大型企业集团中居于领先水平，并达到国际上的先进水平，这对于航天科技集团公司积极参与国际竞争，加快实现企业的战略目标，促进国家航天科技工业的发展都具有重要的意义。
英文摘要：	Abstract Aerospace industry, which is China’s a strategic industry, represent our country’s technological level and comprehensive national strength. China Aerospace Science and Technology Corporation(CASC), as a representative of the country’s aerospace industry enterprises, proposes the strategic objective of becoming the world-class aerospace corporation, and the economic development objective of gaining both the assets and revenue more than RMB 1,000 billion. In order to achieve these objectives, information technology tools have become one of the necessary means, according to the other international corporations’ development trend. At present, compared with international first-class aerospace enterprises and domestic large business groups implementing information technology successfully, CASC has a considerable gap in the information level, such as that the network coverage is incomplete, the overall application level is not high, and the safety and standards system is necessary to further improve to solve such problems. Therefore, through the essay, such a investment project, it is essential to build integrated, synergetic and full digital information system adapting to the development of aerospace enterprises. In more than 20 years of information technology’s application and implementation, CASC has had a good foundation of the concept need, organizational security system, technology and engineering experience, and technical personnel. Through this essay research, CASC will invest RMB 190 million for new constructions, establish the whole range of information system network, data center, information security system, and application standards, to improve the information’s level of project management, integrated public service management, and supply chain management, and to promote the research-and-development of aerospace products and the innovation of business management. At the same time, the project studied by this essay is according to the national policy guidance and can be guaranteed by the advanced technology, sufficient assets source and well economic benefits and social benefits. After the construction of the project, the information level of CASC will keep ahead from other Chinese large enterprise groups and reach the international advanced level, which is significant for CASC to actively participate in international competition, accelerate the achievement of the corporate strategic objectives and promote the development of aerospace science and technology industry.
