中文摘要：	摘 要 工程勘察设计是工程建设的灵魂，是把科学技术成果转化成生产力的桥梁和纽带，关系到整个建设项目的成败。工程勘察设计行业企业数量庞大、从业人员众多，2008年末有14667个单位，近125万从业人员，覆盖30多个行业。 我国加入WTO（世界贸易组织）以后，标志着经济完全融入了全球经济体系，随着经济全球化和勘察设计市场的日益国际化，大量的境外工程咨询及勘察设计企业涌入中国，我国工程勘察设计企业传统的、单一勘察设计功能为主的生产经营模式面临前所未有的挑战，已难以适应新型的工程建设模式，迫切需要以市场为导向，根据自身的实际情况进行组织转型，以实现工程勘察设计企业的可持续发展。 本文主要研究内容如下： 首先，回顾了我国60年来勘察设计行业的发展历程，介绍了我国现行的勘察设计行业管理制度及管理模式，研究了国内外工程勘察设计行业的现状及发展态势。对比了加入WTO以来国内勘察设计企业的市场能力和整体发展变化情况，指出我国工程勘察设计行业面临的挑战、影响、存在的问题。 其次，研究了经济全球化背景下我国勘察设计企业的转型对策，包括产权制度改革和完善公司治理结构、企业组织模式的转变、企业经营模式的转变等问题。研究认为，大中型工程勘察设计企业应转型为提供工程建设全过程的咨询服务“工程咨询设计公司”、“项目管理公司”，或者提供工程建设全过程集成服务（总承包）的“国际性工程公司”；大中型工程勘察单位应向提供综合服务的岩土工程公司发展；小型勘察设计单位应该由传统的小而全的设计业务，转型为专业化、高精尖的专业公司或设计事务所。 最后，研究了中国电子工程设计院向国际工程公司转型的公司治理模式设计，明确该设计院的战略定位是成为相关建设领域具有专业化、国际化的集成服务提供商和组织者。
英文摘要：	Abstract Engineering survey & design, as the soul of engineering construction, functions as a bridge and tie transferring scientific and technological achievements into productive forces and the key to a successful construction project. The enormous number of enterprises and employees in the engineering survey & design industry, as updated in late 2008, are 14667 and 1.25 million, respectively, covering over 30 sub-industries. Since China’s entry into World Trade Organization (WTO), which marks the incorporation of China’s economy into the global system, along with the tides of economic globalization and ever-increasing internationalization of domestic engineering survey & design market, many foreign engineering consulting and survey & design companies have landed their business in China market. As a result, the traditional production and management mode, which provides only engineering survey & design services, has been confronted with unprecedented challenges and can hardly rival against new project construction mode. Therefore, domestic engineering survey & design enterprises urgently need to become market-oriented and start organization transformation based on their own situation in order to realize the sustainable development of the enterprises. The research is conducted as follows: Firstly, the development of domestic engineering survey & design industry in the past 60 years is reviewed, the current management regulation and mode in engineering survey & design industry are introduced and the existing domestic and overseas engineering survey & design industries and their developing trends are investigated. By comparing the market capacity and overall development and changes of domestic engineering survey & design enterprises since China’s entry into WTO, challenges, influence and problems in domestic engineering survey & design industry have been made clear. Secondly, solutions to business transition of engineering survey & design enterprises, including reforming ownership, improving corporate governance and changing enterprise’s organization and operation mode, etc., have been investigated under the background of economic globalization. The result revealed that large and medium size engineering survey & design enterprises shall transit into “engineering consulting and design company” and “project management company”, providing whole process consulting services for engineering construction projects, or into international engineering company providing whole process integrated services (EPC); Large and medium size engineering survey enterprises shall transit into geotechnical engineering company with comprehensive services; small-size engineering survey & design company shall transit from traditional “small and comprehensive” design business to professional design firm with high-grade, high-precision and advanced technology. Finally, a transformation project study of China Electronics Engineering Design Institute has been presented. The strategic orientation of the Institute has been made clear: to become a professional and international integrated service provider and organizer in related construction industries.
