中文摘要：	摘要 三农问题是我国党和政府重点关注的问题之一，中央连续多年下发关于三农问题的一号文件，这足以说明国家解决三农问题的决心。三农问题，笔者认为其核心是农村干部问题，其重点是通过国家政策及农村干部解决农村问题。那么，如何解决农村干部问题呢？笔者认为村委会换届选举应该是主要实现途径之一。通过直选，村民自己选择出领导前行的发展能人，团结带领广大村民“抓经济、促和谐”，逐步提高农村发展水平，从而彻底解决三农问题，实现我国全面建设小康社会、构建社会主义和谐社会的宏伟目标。 但从现状分析来看，少数地区在经济发展和私利私心膨胀的冲击之下，村委会换届或多或少的出现了一些问题，偏离了原先的发展轨道，相关法律法规的缺失、贿选、宗派影响、两委矛盾、干群矛盾充斥其中，严重制约着村委会换届应有作用的发挥。 因此，本文选择村委会换届选举为研究课题，旨在融合自身多年来的工作心得和近期的研究成果，从体制常规化和文化建设方面进行探讨研究，并依据全过程管理理念，对强化村委会换届选举组织管理建设提出了健全法规、强化监督、完善机制、加强引导等方面建议性管理办法，希望以此来逐步解决村委会换届选举中存在的问题，彻底扭转个别村庄换届选举的混乱局面，为我国的经济社会又好又快发展提供强有力的基层基础。
英文摘要：	Abstract Theissues of “agriculture, rural areas and farmers” is one of the problem that our country Party and government priority show solicitude for , central authority continues distributing the document one , this are enough instruction about three agriculture problem country to lower levels for many years resolving three agriculture problem determination. Three agriculture problem , authors think that it's core is rural area cadre problem , it's priority is by the fact that country policy and the rural area cadre resolve the rural area problem. Then , how do resolve the rural area cadre problem? That the author thinks that the village committee meeting election of new term of office ought to is to realize one of approach mainly.Self chooses the able person who leads the development moving forward out by straightening selections , the villager , unite lead the extensive villager "grasping economy , short harmony " , improve rural area development step by step horizontal , resolve three agriculture problems thereby completely , realize our country building an overall well-to-do society , structure grand goal of harmonious society of socialism. But from current situation under analytical , few area impingement expanding in economic growth and private interests selfish motive, the village shifts the meeting old-to-new term of office transition more or less a few problems have appeared , have deflected the former development orbit, laws and statutes vacancy loses a relevance , practise bribery at an election, faction affects , two committee contradiction , caders and masses contradiction are full of bringing into play should have an effect being restricting the village committee meeting old-to-new term of office transition among them , grave. Therefore, the author chooses the village committee meeting election of new term of office as research problem , aim at fusing oneself job many years what one has learned from work composes in reply recent research result, from system routine and culture rebuild aspect carrying out investigation and discussion research, and apply the theory of Whole process of management, basis construction has brought forward suggestion measure such as improving law and regulation , strengthening supervision , perfecting mechanism , improving guidance to strengthening village committee meeting election of new term of office organization , has hoped that may there exists problem in coming to resolve the village committee step by step on this account in the election of new term of office , has reversed individual village election of new term of office chaos tide completely, Both good and quick development provides the forceful grass-roots unit basis to economy of our country society.
