中文摘要：	摘要 文化产业是国际公认的21世纪最有发展前途的“朝阳产业”，其发展水平体现了一个国家和地区的综合竞争实力，正日益成为世界各国竞相争抢的战略高地。对于我国来说，文化产业将成为应对金融危机的经济新增长点, 在推动经济结构调整、产业升级和繁荣社会主义先进文化、满足人民群众精神文化需求等方面发挥着重要作用。因此，研究文化产业的发展战略对于促进我国经济又好又快发展有着重要的实践意义。青岛市城阳区建区以来，经过15年的发展积累，经济社会已经入新的发展时期。近年来，为推动文化与经济社会协调发展，落实中央和省、市大力发展文化产业的相关政策，城阳区提出了实施“文化强区”的发展战略。 加快文化产业发展对城阳区经济社会和文化事业的发展将产生积极推动作用，它是实施“文化强区”战略、提升区域软实力的有效手段，也是转变经济发展方式、应对国际金融危机的有效举措。从现阶段城阳区文化产业发展的实际情况来看，虽然取得了一定的成就，但从总体上来看，仍然存在着文化产业起步较晚、总体发展水平与先进地区相比依然较低等问题。结合城阳区文化产业发展的这种实际，在对城阳区文化产业发展现状进行战略分析的基础上，制定相应的发展战略规划和战略举措，对于推动城阳区文化产业的快速健康发展将具有积极的理论和现实意义。 本文简要介绍了文化产业的相关理论，客观地阐述了国内外文化产业发展实践情况，在借鉴先进国家和地区文化产业发展模式经验的基础上，结合城阳区在青岛市所处的地理位置、与我国同等经济社会发展水平区域的比较以及文化产业发展现状和内外部环境的系统分析，运用战略管理的相关理论，提出了城阳区文化产业发展的战略目标、战略原则、战略重点、战略布局，制定了战略举措。通过本课题研究，可以为拓展城阳区文化产业发展空间，挖掘城阳区文化产业发展潜力，加快城阳区文化产业发展进程提供一定的理论支持和政策指导。
英文摘要：	ABSTRACT The cultural industry is analogized as "the sunrise industry" in the 21st century, the development level of which has manifested the synthesis competition strength of a nation or a city. It has becoming a strategic field among countries of the world. For our country, the culture industry will become a new growth spot in the current global financial crisis, and it is playing a vital role in the impetus of the economic structural adjustment, the industrial promotion and also in the prospering the advanced culture of socialism and satisfying people’s spiritual and cultural demand, and so on. So the research of the cultural industry has an extremely important strategic significance. Since Qingdao Chengyang district was founded, its economy and society has entered a new period of development after the accumulation of 15 years. In recent years, a strategy of building a district with powerful culture has been put forward in Chengyang district to promote the coordinated development of culture, economy and society, and implement our government's policy, which demands to develop culture industry greatly. Accelerating the development of cultural industries of Chengyang District will play a positive role in promoting the development of social, economic and cultural affairs. It is an effective means to implement the strategy of building a district with powerful culture and enhance the soft power of the district. And it is also the effective measure to transform the economic development mode and cope with the global financial crisis. From the current development situation of Chengyang district's cultural industry, we can see that although it has made some achievements, from the overall, it's cultural industry started late and the level of the development is still low compared with the advanced regions. Therefore, according to the current development situation of Chengyang district's cultural industry, it has positive theoretical and realistic significance to make a strategic analysis of the current situation and draft the corresponding development strategic planning and strategic measures. This article briefly introduced related concepts and objectively elaborated the practice condition of the cultural industry development home and abroad. On the basis of drawing successful cultural industry development pattern in the advanced countries and regions, and by considering Chengyang district's location in Qingdao, the comparison with regions that having equal economy and society development level, the current development situation, internal and external environment of Chengyang district’s cultural industry, this article tries to utilize the related theories of the strategic administration and cultural industry to propose a development strategic target, strategic principles, strategic focus, strategic layout and strategic measures for Chengyang district’s cultural industry. This topic research provide the theory support and the policy instruction for stretching the development space, excavating the development potential and speeding up the development advancement of Cheng Yang district’s cultural industry.
