中文摘要:摘 要 滨海新区纳入国家发展战略,并被国家确定为综合配套改革试验区,为滨海新区的进一步深化改革和加快发展带来了难得的历史性机遇,今后一个时期,新区将处于一个大规模建设阶段。本文依据滨海新区开发开放的实际,对滨海新区城市基础设施建设的市场化投融资问题进行了研究。文章主体分为三部分,首先从城市基础设施建设的已有研究成果、相关理论及国内外实践经验几方面,对城市基础设施建设市场化融资进行较为全面和深入的研究;然后结合滨海新区城市功能定位进行了SWOT分析,总结了滨海新区城市基础设施投融资现状和存在问题;最后结合滨海新区当前发展的机遇和形势,提出以城市投融资公司为实施主体的市场化融资模式及相关制度优化建议,并以BHJT集团为实施主体进行了验证。 论文采用理论研究和实践研究相结合的方法,对滨海新区基础设施建设市场化投融资机制进行较为全面和深入的研究。通过分析研究城市基础设施投融资相关研究成果,借鉴国内外城市基础设施建设的经验成果,从天津和滨海新区的发展现状、综合优势、定位、经济社会发展目标及城市总体规划入手,针对滨海新区基础设施的发展状况及存在的问题,从项目区分理论出发,提出了 “由政府主导,以城市投融资公司为实施主体,以开发城市资源为依托,以城市资源有限增值为主要偿债来源”为原则的借、用、管、还一体化融资模式,该模式已作为滨海新区基础设施建设资金“借用管还”方案及管理办法由滨海新区政府正式发文并实施。为进一步指引滨海新区基础设施投融资体制改革,缓解财政资金压力,确保新区基础设施建设顺利实施提供了理论和实践方面的支持。  
英文摘要:ABSTRACT Binhai New Area was integrated in the national development strategy, being confirmed as integrated reform experimental area, which bring rare historical opportunities of the further reform and speeds up of the development for Binhai New Area. The next period, Binhai New Area will be in a large-scale construction phase. Based on the practice of Binhai New Area’s developing and opening, this paper studies market-oriented investment and finance of urban infrastructural facilities in Binhai New Area. The majority of this article can be divided into third parts. First, it introduces present research findings, correlation theories, practical experience at home and abroad, then make SWOT analysis about Binhai New Area, summarize the situations and existing problems of Binhai New Area’s investment and finance system about city infrastructural facilities. Finally it makes full and further research on integrated finance mode with the example of BHJT group, this will make significance for the overall investment and finance system reform of our country. This paper adopts the way of research theoretically and practically, carrying on relatively comprehensive and deep discussions on Market-oriented system of Investment and Finance about city infrastructural facilities in Binhai New Area, the research findings about investment and finance of city infrastructural facilities, draw lessons from the experience gained in infrastructure construction at home and abroad. Starting with the present situation, multiple superiority, functional position and the major task of economic and social development of Tianjin and Binhai NewArea, this paper make comparative analysis of its status of development and exiting problems, put forward the integrated finance mode which include raise, use, manage and refund. In the mode, government is dominant, and the companies of Investment and Finance are subjects to put into effect. All of which may pave the way for the guidance of practice of investment and finance system reform of our country, and successfully bring urban infrastructural facilities in Binhai New Area into force.
