中文摘要:摘 要 我国钢铁工业快速发展的时间不长,废钢的社会供应量仍处于较低水平,由于钢材用途不同导致钢材报废期超过正常的8年~30年使用年限及炼钢工艺落后等原因,导致我国炼钢原料之一的---废钢供应一直处于资源偏紧的状态。而且,我国用电成本较高,也阻碍了钢铁企业大规模采用电炉炼钢的步伐。但目前一些大中型钢铁企业和近年来成立的中小型企业采用电炉炼钢的工艺逐渐增多,对废钢铁的需求量逐年增加。2009年我国废钢消耗总量约在8300万吨左右,占粗钢产量的14.4%,年采购规模为2500亿元人民币左右。而世界上发达国家的平均水平为40-45%,有着广阔的市场空间,同时每年以大于10%的速度递增。如何降低废钢的采购成本,提高废钢的利用率,以增强在钢铁行业的竞争力,是关系到我国钢铁产业发展的重大问题。 随着废钢回收行业竞争的日趋激烈,企业的竞争逐渐从内部延伸到外部,即从以往的企业与企业之间的单体竞争逐渐深化为一个企业的供应链与另一个供应链的综合竞争。尤其是在经济还未摆脱危机的影响,原材料价格不断上涨,供应不足,因此需要如何和上游供应商建立长期稳定的合作关系、拓展合作空间,降低采购成本,实现双赢和可持续发展;如何建立有效的供应商管理体制和采用灵活的供应商管理策略,成为目前企业发展的最大问题。 本文通过对江苏星丰金属资源有限公司废钢供应商的分析,可以看出完善公司战略、优化采购体系与流程,降低原材料采购成本,实现对原材料的控制,提高产品的竞争力和市场占有率,这对增强江苏星丰金属资源有限公司市场竞争力具有巨大的实践指导意义,也对我国钢铁行业其它企业的发展提供参考。 论文的主要内容包括:首先,提出论文的研究动机和意义;然后,回顾相关理论,主要是战略理论--纵向一体化、供应关系理论、并购理论、战略联盟理论等;然后,通过介绍公司废钢产品供产销现状,结合行业市场现状,提出了进一步完采购体系与流程、提高采购技术与质量、如何降低采购成本与库存控制、如何缩短采购周期等。提出了采购策略,即分类、减少、开发、扶持;建立供应商的评估与激励体制,如何与优质供应商建立战略合作、战略联盟和并购,彻底解决企业目前原材料供应不足的问题。 本文希望借助所学知识与相关理论为指导,结合企业的实际情况,通过提出问题、分析问题、解决问题的方式,改善企业供应现状、降低原材料成本,增加利润空间,同时为企业采购决策提供依据。  
英文摘要:Abstract The supply of steel scrap in Chinese market is at a low level as Chinese steel industry is at the primary stage of rapid development era. The imbalance between the demand and supply cause the actual retire date of the steel products delay eight to thirty years compare with the normal retire date and using steelmaking process, which also cause the resource of steel scrap more limited while the steel scrap is one of the main raw materials for steel production in China. The high cost of electricity is a block for steel company to use electric furnace but with the more and more small and medium-sized enterprises use the electric furnace technology, the demand of steel scrap is increased year by year. The estimated consumption of steel scrap of 2009 is around 83 million ton, the total yearly purchase scale is about RMB250 billion, 14.4 percent of the crude steel yearly capacity. Meanwhile the average level of the other developed countries is 40 percent to 45 percent with the yearly increase by 10 percent. Therefore how to reduce the purchase cost of steel scrap, improve the utility ratio of steel scrap and enhance the competitiveness are very important to Chinese domestic steel industry development. The competition among the steel recycling companies is getting fierce now. The competition is not confined to companies’ internal management. It is extended to the external management too. Which means the competition between the companies is extended to the multiple competitions between the different supply chains. Now the Chinese economics is still under the impact of recession, the ram materials price is raising with low supply, therefore it is very important for company to work with the upstream suppliers to build up sustainable cooperation, reduce the procurement cost and create the flexible and effective suppler management system. The thesis analyze the problem of Jiangsu Xinfeng Metal Resources Ltd. (Xinfeng) and clarify the optimization of company strategy and procurement system and process, reduce raw materials purchase cost to realize the control of raw materials supply and improve the competitiveness and market share. It is a practical guide for Xinfeng and also can provide good sample for the whole steel industry in China. By analyzing the Xingfeng’s actual situation in the market, the article raise the problems of the company, clarify the problem and solve the problem finally based on the relate knowledge and theories. To realize the targets of improving the company's operation, reduce raw material procurement costs, increase the profit and finally to provide the reference for company procurement decision making.
