中文摘要：	摘要 随着国内外企业竞争的加剧以及风险事件的不断发生，企业风险管理成为人们日益关注的焦点，引起了国内外政府、监管部门以及企业管理者的高度重视。为此，国家政府监管部门相继出台了一系列有关风险管理的指导性标准、规章和行业要求,并得到了逐步贯彻落实。潍坊市投资公司作为潍坊市政府独资设立的国有企业，主营业务为项目投资及资本运营，业务特点决定了在项目投资过程中存在较大风险，因此，公司建立和实施风险管理的意义重大。也正是在该背景下，本人从工作角度出发，选择了该研究方向。 本文通过对风险的定义及风险管理相关理论的深入调查研究，总结了各类风险的内在联系，介绍了现行国际组织、我国政府部门及监管机构对风险的定义和风险管理的思想和要求，提出了对风险类型其内在逻辑关系的分析结论和见解，探讨了企业实施风险管理应首先关注的风险类型；通过对潍坊市投资公司的管理现状，即管理体制、组织结构、部门职能设置，主要业务流程，经营业绩，资产状况等方面的分析，找出公司风险管理的主要问题并进行风险识别与评估，运用“过程方法”和“管理的系统方法”对潍坊市投资公司的风险管理措施提出实施步骤，为国有投资公司提供了具有良好的可操作性的风险管理方案和方法。
英文摘要：	ABSTRACT Enterprise risk management has increasingly become a focus since the enterprise competition grew at home and abroad and risk events happened all the time. Governments, regulators and mangers have paid high attention to the respect. A series of voluntary standards, rules and industry standards have been put out by regulators of the government and been implemented gradually. Weifang Investment Corporation is a government-invested enterprise. Its primary business is project investment and capital operation, the characters of which decide high risk in the business course. Therefore, it is very important to establish and implement risk management in the company. Under this background, the author selected the research area from view of his own position. Here we firstly reviewed the definition of risk and theory on risk management, summarized the internal relations of risks, and introduced the demanding of international organization and China government departments about the definition of risk and the risk management. Then the author put forward the conclusions and thoughts on internal logical relation among different type of risks, and explored the risk in risk management which should be firstly focused on. Based on present situation of the management of Weifang Investment Corporation, namely organization structure, functions, main business processes, operational performance, asset management, we tried to find out main problems to carry out risk identification and assessment. Using "progress management" and "system approach to management" we put forward implementation procedures for the risk management of Weifang Investment Corporation. The present research will provide maneuverable risk management solution and method for the state-owned investment company
