中文摘要：	摘要 20世纪末期以来，世界范围的电脑联网使数字化符号与其物质载体的分离成为可能，其效果就是加快了对信息资源的运用。如今，信息资源已经与人力资源、材料资源和能源资源一起成为由工业时代的社会生产力向信息时代的社会生产力转变的四大支柱。以信息通信技术为依托的信息通信业始终以倡导者和先行者的姿态处于国民经济发展浪潮的风头浪尖，是信息化建设的关键支柱、推动经济增长的重要引擎，乃至国防现代化的有利保障。随着第三代移动通信技术（3G）、下一代网络（NGN）产业发展的不断加速，市场应用的日趋成熟，全球信息通信业进入了新的发展期。 本论文从信息通信业的本质为切入点，首先在界定研究主体的基础上，从整个产业链的视角发掘信息通信业务发展运营的新特征，并利用信息经济学和网络经济学的基本原理及分析工具分别对通信与信息的需求变化、市场发展、行业演进等特征进行深入解析；然后根据这些新特征综合提取信息通信业发展的四大关键驱动因素（政策、经济、技术、信息）；最后对信息通信业未来的发展趋势进行说明，并给出了提高信息通信业价值的相应对策及建议。 在信息经济的时代，信息（内容）与物质产品不同，信息资源不仅不会被耗尽，而且在使用过程中甚至可能增多。正是信息（内容）的客观存在使用户需求“多样化”走向现实，同时给我们创造了一个资源丰富的市场。市场中的需求方（用户）不关心技术本身，关键是传统的电信运营商以及相关产业如何将技术进步的成果传递给用户，包括节约成本、带来便捷和实惠等，以最优的综合解决方案给客户带来真正的价值。
英文摘要：	Abstract The theme of this essay is about the research of the group governance during the corporate governance. An enterprise group was born through annexation and reorganization. That means group governance is of great importance. Beijing Jintai Group is a major state-owned groupcompany, so it’s also of great importance in group governance research. The thesis focuses chiefly on the cases of the governance of Jintai Group. This essay is about after learning, carding and researching the basic theory and documents on governance, corporate governance and group governance and after analyzing the journey of the development, present situation of governance carefully, I put forward the idea on strengthening group governance. That is mainly making the reformation about stock systems,being superior in stock right structure governance structure,the mechanism of the governance,improving the efficiency of governance,improving the competitive capability on the enterprise market,changing the present situation about entrusting many grade agencies,establishing the double or single agene systems based on mum corporation and son corporate or enterprise departments, lowering the agency cost, removing the barrier between the son corporation of the group and changing the situation about unopening between the son corporation. The son corporation should work in coordination with each other closely , share some information and resources with each other and make achievements together.They should decrease the transaction cost. They should prevent the connected transaction from being abused. They should take advantage of superiority of mum corporation and son corporation The mum corporation should focus on the chief business and have strong central ability and have strong control ability. The son corporation should take advantage of resources and areas as superiority. The son Corporation should have creative thoughts to carry out the work in order to improve the group business. The group should insist on the combination between general governance in all aspects and important governance, between big stockholders’ governance and concerned stockholders’ participation. The group should combine creative governance with cultural governance. The thesis’ innovation point: Through the reformation of departments and adjustment of business, the departments in charge of business must be decreased. The group should solve the problems about competition between many son corporation in the same enterprise, solve the problems about enlarging and expanding the cost of agency and dealing cost, improve the level of governance and the space of profit and improve the competition on the markets.
