中文摘要：	摘 要 城市是迄今为止人类可以找到的最佳聚居形式，是一个国家经济社会发展最重要的载体。当前，我国正处于经济全球化深入 推进的时代，工业化、城市化、经济社会体制改革为我国城市发展注入了强大的动力，我国城市面临着千载难逢的历史机遇，一个崭新的城市管理时代已经到来。与此同时，城市面临的日益复杂多变的问题不仅给城市政府，也给公众带来了许多发达国家都没有遇到的新问题，这就要求我们在借鉴先进城市管理经验的基础上，探索符合我国实际情况的城市管理职能、体制模式和管理方式，城市管理理论研究已经成为各级政府和广大学者的首要任务。 本文以太原市为例，通过追溯太原城乡管理的理念和历史演变过程，分析当前工作中存在的突出问题以及面临的战略机遇，从宏观和微观两个层级，分别对现代城乡管理体制建设、执法体系完善、数字城乡管理以及和谐城乡管理等理论界研究的热点问题进行了重点分析，特别是结合工作实际，对城乡管理实践过程中遇到的体制机制、执法冲突等问题进行探讨和研究，以期建构结合城乡实际的目标体系，从而为我国城乡管理的现代化提供理论支持。
英文摘要：	Abstract The City is the best form of settlement which the human can find so far. It is also the most important vector of national economic and social development. At present, China is in the era where the economic globalization is pushing forward gradually. The industrialization, the urbanization, the reforms of the economic and social system infuse a powerful driving force into Chinese urban development. In China, the cities are faced with a rare historical opportunity. Meanwhile, the increasingly complex problems which the cities are faced bring out many new problems which the developed countries haven’t encountered, not only for the urban government, but also for the public. It requires us to explore the urban management functions, institutional models and management mode consistent with Chinese actual situation, based on learning from the advanced urban management experience. Hence, the research of the urban management theory has become the primary task for the government at all levels and the majority scholars. In this paper, taking Taiyuan for example and tracing the concept and the evolution of the Taiyuan urban and rural management, we analysis the outstanding issues and the strategic opportunities faced. From both the macro and the micro levels, we study respectively a series of central issues among the theorists, such as the construction of modern urban and rural management system, the improvement of the law enforcement system, the digital urban and rural management, and the harmonious urban and rural management. Especially, combined with actual work, we focus on analyzing the issues of the institutional mechanisms and the conflict of law enforcement encountered in the process of urban and rural management practices, in order to construct the theory system combined with the actual urban and rural reality, and provide the theoretical support for the modernization of the urban and rural management.
