中文摘要：	摘 要 国有经济战略调整事关改革和发展全局，太原市正处在城市化深度推进、工业化创新驱动、经济转型发展的关键时期。文章探索太原市国有经济发展战略，旨在促使太原市国有经济发展方式转变、产业结构重组、产业布局调整，促进太原市拓展国有经济发展空间、增强国有经济竞争力、改善社会民生、推进城市稳定，构建具有竞争力的区域性大都市。 本文通过产业发展理论、战略管理理论和SWOT经济分析，对太原市国有经济的发展历程、现状、存在的困难和问题进行了初步的分析和研究，并针对存在的问题提出产业结构调整和发展的主要布局和方向。文章为太原市国有经济在“十二五”期间的发展提供产业支撑和科学依据，对搞活太原国有经济，增强太原国有经济影响力、辐射力和竞争力，具有重要意义；对太原加快建设新型工业基地、特色文化名城和现代宜居城市具有重要意义；对建设和谐、安定、富裕的新太原，同样具有重大而深远的意义。 第一章绪论主要介绍了本文的研究背景和研究意义，及本文的研究方法、研究思路、研究框架、创新点。 第二章回顾产业发展和战略管理等相关理论发展历程，并对SWOT分析工具做简要阐述，为全文的研究做出铺垫和理论支撑。 第三章分析了太原市国有经济的历史与现状、改革与成就，并在此分析的基础上，运用SWOT工具分析太原市国有企业和国有经济发展内部的优势、劣势和外部面临的机会、威胁，进而提出国有经济转型发展策略。 第四章在第三章的基础上提出太原市国有经济发展的指导思想、基本原则、发展目标及产业结构调整和发展的主要布局。 第五章主要从三个层面提出太原市国有经济发展战略的实施办法，旨在以转变经济发展方式为主线，通过调整优化投资结构，发展现代产业体系，加大改革开放步伐，逐步形成推进太原国有经济转型、跨越发展的体制机制。 第六章是结论，对全文进行了概括和总结。
英文摘要：	Abstract It is the key for the reformation and the development to adjust the state-owned economic strategy. The city of Taiyuan is in the key period of development of urbanization, industrialization and the economic transformation. The article aims to build a competitive regional metropolis by promoting the city of Taiyuan to change economic development mode, restructure the industry and adjust the industry location. This article analyzes development process, the status and the difficulties and problems and addresses the layout and the direction about the industrial structural adjustment and development by industry theory, the strategic management theory and SWOT analysis. Chapter one mainly introduces the background, aims, methods, framework and innovative approach of research. Chapter two reviews the processes of the related theories and gives a brief introduction of SWOT analysis tool. Chapter three analyzes the history of the state-owned economy and the present situation, reform and achievements, and proposes the economic development strategy by anglicizing internal superiority and inferiority, and external opportunities and threats to the economic transformation. Chapter four states the guiding ideology, the basic principles, development goals, industrial restructuring and the main composition of development. Chapter five mainly gives executive methods of the state-owned economy development from three aspects, aiming to transform economic development mode. Forms the transformation and leap-over development mechanism through adjusting investment structure, optimizing the development of modern industry system, increasing pace of reform and opening. Chapter VI is the conclusion of the text have been summarized and concluded.
