中文摘要：	摘要 随着我国社会主义市场经济的建立和航天技术的快速发展，作为中国航天发祥地的中国运载火箭技术研究院迎来了二次创业和市场化转型的新的历史发展阶段，多型号并举、高密度发射、多领域竞争、多产业发展、多组织形态和人员价值取向多元化已成为这个阶段显著特点。传统的军工计划经济体制必须适应社会主义市场经济的需要，走社会主义市场经济道路成为二次创业必须面对的考验。经济基础发生转型调整，上层建筑也必须作出相应的变化。作为党的政治优势的思想政治工作转型，就是在这样的形势下出现的。 本文回顾了航天事业的发展和中国运载火箭技术研究院思想政治工作的发展历程，分析了当前思想政治工作的现状、存在的主要问题和原因，在归纳了国内思想政治工作的发展趋势和国有企业转型期思想政治工作的情况后，提出了新时期新阶段中国运载火箭技术研究院思想政治工作的任务、指导思想、工作方针、工作内容和保证措施，并以宣传、心理健康管理和80后青年管理等方面的思想政治工作转型的初步实践探讨了转型及取得的效果，指出思想政治工作转型是航天事业历史发展的必然，是经济基础的变化决定的。经济基础决定上层建筑，政治工作转型是当前院经济基础由计划经济向社会主义市场经济转变后的必然。思想政治工作转型，但是生命线作用不变，思想政治工作转型就是为了中心而工作。转型后的思想政治工作将形成一个多模式、开放的、创新的、生动的体系。思想政治工作转型主要体现在内容、形式、方法的创新和改革上，要利用信息化技术、现代传媒手段、人文科学成果来创新发展。思想政治工作转型的关键抓手在于建立一个适应院市场化转型的职业化政工队伍和具有学习型组织特征的政工组织。思想政治工作转型的主要推动者、组织者和实践者在各级领导，在于领导者思想和行动的力量。
英文摘要：	Abstract With the building of socialist market economy and rapid development of space technology, the china academy of launch vehicle technology, as the birth place of Chinese space industry, meets new historic development period of second career creation and market transformation. The significant characteristics in this period include development of many types together, hi-frequency launches, various fields’ competition, and development of various industries, different organization models and diverse value tendency. The traditional planed economic system for military industry must be adapt to the requirement of socialist market economy, so taking the way of socialist market economy becomes the unavoidable test that the second career creation has to face. If the economic bases have adjustment of transformation, the superstructure should make corresponding changes. Similarly, the transformation of ideological and political work, as the advantage of our party’s politics comes into existence under such situation. This thesis reviews the development of space industry and the China Academy of Launch Vehicle Technology ideological and political work, Analysises of the current status of ideological and political work, the main problems and causes, in the sum of the domestic ideological and political work of the development trends and state-owned enterprises in transition, ideological and political work of the situation, puts forward in the new era of China Academy of Launch Vehicle Technology the task of ideological and political work, guiding ideology, approach, work content and assurance measures, and to promote mental health administration and management, after 80 young people's ideological and political work of preliminary practice in transition and made the transition effect, that thought Political transformation is an inevitable historical development of space industry, change in the economic base is determined. The economic base determines the superstructure, the political work of transformation is the basis of the current economics from the planned economy to socialist market economy after the inevitable. Transformation of ideological and political work, but the role of the same lifeline, ideological and political work is to center the work of transformation. After transformation of the ideological and political work will form a multi-mode, open, innovative, vivid system. Transformation of ideological and political work is mainly reflected in the content, forms, methods of innovation and reform, to make use of information technology, modern media means, humanities, innovation and development outcomes.
