中文摘要:随着社会信息化的发展,咨询业已成为一个独立的知识密集型产业,在现代市场经济中扮演的角色愈来愈重要,是衡量一个国家经济水平和核心竞争力的重要指标之一。 项目管理是一种具有灵活性的、能有效实现项目独特目标的系统管理方法。对于咨询公司,项目不仅是企业利润的来源,而且是企业提高咨询水平、研究新的咨询方法和手段的重要途径。因此,咨询公司面临着项目管理的挑战。 作为知识密集型产业的咨询业,其核心资源就是人力资源。如何为项目配置适当的人力资源,确保项目能够顺利实施,是事关咨询企业能否在新的环境和条件下继续发展壮大的重要问题。 本文针对咨询业项目管理中的人力资源配置展开研究,从项目管理和人力资源配置的基本理论入手,分析了国内外有关项目管理中人力资源配置的文献及研究成果。在此基础上,本文通过我国和发达国家咨询业的比较,提出了我国咨询公司项目管理中的人力资源配置问题。接着,本文从内部和外部两个方面分析了产生上述问题的主要原因,并从初始配置和再配置两个方向提出了适合咨询业项目管理中人力资源配置的一些新的思想和方法。本文还提出了项目管理中人力资源配置有效性评价的一些方法,突出了本文的创新点。最后,本文介绍了研究成果于作者所在企业的应用情况,进一步表明了对企业实际指导意义。 
英文摘要:With the development of information society, consulting industry has become an independent knowledge-intensive business. It plays a key role in the modern market economy. Also, it is a useful index to weigh the economic development level and core competitiveness of a country. Project management is a flexible, systematic method that can achieve the project target. For consulting companies, projects are not only the source of profit but also the approach to improve the consulting level and research method. Therefore, consulting companies are faced with the challenge of project management. As a knowledge-intensive industry, the key treasure is human resource. Thus, how to allocate human resource to projects and how to mange projects smoothly have great effect on the development of consulting companies under the new environment and situation. This thesis is focus on the human resource allocation under project management. It reviews the basic theory of project management and human resource allocation and analyzes the domestic and foreign study result at the beginning. After that, the thesis brings forward the human resource allocation problems in consulting business by comparing the difference between developed countries and ours. Then the thesis analyses the reason of above problems internally and externally and gives some new idea and suggestion in initial location and relocation steps. Following, the thesis brings up some method of validity evaluation of human resource in project management. At the end, the suggestion is applied to the company in research. In the study process, the author used literature research, case analysis method.
