| 中文摘要: | 摘要 本文从回顾国有商业银行信息化的历程开始,以信息化自身规律、银行战略和组织变革、社会就业环境这三个基础影响力量作为影响国有商业银行一级分行信息化的背景因素,一级分行面临着信息化发展还不均衡,仍有较大发展空间的机遇,也面临着信息系统管理的职能向总行集中,部门边缘化的危机。本文对问题进行了聚焦和筛选,只研究信息系统管理模式的抉择、信息项目决策与评估、信息从业人员的素质要求业绩评价和职业发展这三个问题,探求应对的策略。本文既关注信息化中机制的问题,更关注人的因素,希望通过对机制和人事的研究,系统性的思考应对信息化中的问题与困惑。 在问题和策略方面,主要有如下内容。 一、信息系统的管理模式选择问题,是外包还是自我管理。列举了外包的优点和风险,也提出了外包管理的选择原则、具体管理策略和外包时应采取的风控流程措施。 二、信息项目是创新最主要的表现形式和载体,最能体现和提升信息部门的价值,完善信息项目的决策和评估机制无疑将对信息化的效果大有帮助。提出了信息项目管理的决策机制和评估机制中问题、缘由和完善措施。 三、信息部门的领导和员工的素质要求及业绩评价机制问题。回答了做好信息化需要有什么样素质和什么行为的领导?如何恰当的评价信息从业员工的工作效率,并进行职业规划。 希望通过这三方面的问题研究,抓住国有商业银行一级分行信息化的关键,从而更好的促进业务和技术的融合与创新,加强国有商业银行的核心竞争力,以更好的服务社会。 | |
| 英文摘要: | Abstract This paper reviews the history of informatization on state-owned commercialBanks. Informatization inherent laws, bank strategy and organizational change, social employment environment are the three basic influence powers of background factors, the branches is facing the opportunities that the information development is not balanced, there are still greater space for development, and also facing the crisis that the information system management functions marginalized to the information department of head bank. This paper focus on research information system management mode choice, information project decision-making and evaluation, the quality requirement of information from personnel of the performance evaluation and career development. The author not only concern in informatization mechanism, pay more attention to person's factor, hoped through the study of mechanism and personnel, systematic thinking to informationization on problems and puzzles. The problems and strategies, basically have the following. First, information system management mode selection problem, is outsourcing or self management. Enumerated outsourcing advantages and risk, but also put forward outsourcing management principle of choosing, specific management strategies and outsourcing shall be taken of wind control process measures. Second, information project is the main form of innovation and carrier, can best embody and ascension information department's value, improve information project decision-making and evaluation mechanism of informatization effects will no doubt is a great help. The information of project management decision-making mechanism and evaluation mechanism in question, cause and the perfect measures. third, information sector leadership and the staff's quality requirements and performance evaluation mechanism.
