中文摘要：	摘 要 伴随着中国经济建设的飞速发展，城市化的步伐日益加快。而在城市化的推进过程中，随着房地产业的不断发展和人民生活水平的不断提高，公用事业账单缴的不便已经成为困扰城市发展的一大难题。因此，如何向城市家庭提供更为人性化的账单服务成为了一个新的研究课题。而近年来，电子商务、IT技术以及网上在线支付等等信息化应用技术的高速发展，给这一课题提出了电子信息化解决方案的设想。 同时，今年全球节能减排、低碳环保的主题，成为了各行业新的发展趋势。在中国，各级政府也纷纷响应中央提出倡导可持续发展和实施惠民工程的倡导。因此如何利用现有电子信息化技术手段，创造出一种既低碳环保又解决城市居民家庭在获取账单服务中实际困难的创新业务模式，成为了各界关注的新焦点。 本文对城市家庭电子账单的产业化进行了重点的思考的探索。EBPP（Electronic Bill Presentation & Payment）是指利用现代化信息手段提供账单的电子化呈递和支付。EBPP平台的建立将有效缓解用户缴费难问题，同时方便百姓生活。它充分运用信息化手段向用户提供基于家庭账单的信息和服务。同时它也是一个利用信息化方式的企业收费、结算平台。可以说，电子化账单服务的出现为推动社会发展和城市化进程起到了相当巨大的作用。而基于EBPP平台进行家庭账单整合将为国际化城市的信息管理带来新的契机。
英文摘要：	Abstract With the rapid development of economic construction in China, the pace of urbanization is accelerating. In the process of urbanization, with the real estate industry continues to develop and improve people's living standards, the inconvenience of utility bill payment problems of urban development has become a major problem. Therefore, how to provide more humane urban households bill services becomes a new research topic. In recent years, E-commerce, IT technology, and online payment, these online applications of information technology are developing rapidly. Considering these developments, we can carry on the subject with an electronic information vision. Meanwhile, this year the theme of global energy conservation, environmental protection of carbon, has become the new industry trends. In China, all levels of government response to the central authorities to advocate the promotion of sustainable development and the implement of people-benefit project. Therefore, how to use existing means of electronic information technology, to create a solution both environmentally friendly and low-carbon urban households in access to practical difficulties in the billing services business model innovation has become the new focus of public attention. This article focuses on exploration and thinking of electronic bills of urban industrialization of the family. EBPP (Electronic Bill Presentation & Payment) refers to the use of modern information tools to provide electronic bill present and payment. Establishment of EBPP platform to user fees will effectively ease the difficult problem, and facilitate people's lives. It means full use of information technology to provide users with home-based billing information and services. It is also a way of using information technology in the enterprise fees, settlement platform. It could be said that the emergence of electronic billing services to promote social development and urbanization has played a very significant role. Family-based EBPP billing platform integrated international city will bring new opportunities for information management.
