中文摘要:轨道交通作为我国快速发展的新兴行业,为许多城市目前所面临的交通问题提供了全新的解决方案。然而新的线路投入运营后,由于员工众多、技术管理复杂、乘客依赖性强以及对安全和服务质量要求高等特点,给运营管理带来很大难度。运营部门所强调的计划性、规范性和执行力对绩效管理提出了全新的要求和挑战,而在这方面,目前国内外同行业可复制的管理模式以及可借鉴的成功经验还非常稀少。由于卓有成效的绩效管理能对企业整体管理水平的提升起到良好的助推作用,因此对于成立时间较短的BH公司运营总部而言,绩效管理的重要性正在日益凸现并已成为重要的管理改善目标。 本文以BH公司运营总部作为研究对象,全面审视了其业务状况和管理特性,深入分析了该部门在前期绩效管理方面的问题和不足。与此同时,本文探讨和回顾了绩效管理方面的相关理论、文献和研究成果。在充分融合管理理论和实践经验,反复考量绩效管理的适用性、简捷性和有效性的基础上,本文比较系统和详细的提出了BH公司运营总部的绩效管理体系运作方案,其中重点突出了绩效考评体系的设计,同时针对绩效管理中的其它重要环节(包括制度构建、管理实施、改进辅导、结果应用以及提升绩效管理的辅助手段等),也提出了比较有针对性的创新思路、改进手段以及具体推行办法。以期对该企业运营总部的绩效管理工作提供有效指导,同时对该行业运营部门的绩效管理起到参考和借鉴作用。 
英文摘要:The railway transportation, as the fast developed industry, has supplied fire-new proposals for transportation problems faced by many cities now. However, after a new line is put into operation service, it involves numerous employees, high passenger reliance, and high quality security and service requirements, which bring great difficulty for the operation service. The plan, criterion and implement emphasized by the operation service department makes a new challenge to the performance management. Moreover, in this point, it’s very few management modes to be copied and successful experience to be referred in the same national and international industry. Because effective performance management has a good help function to the whole management level of a company, the importance of performance management is protruding gradually and becoming the important improving aim of the management, for the operation department of the new-established BH company. This text taking the operation department of the BH company as the research object, wholly surveys its operation traits and management speciality, deeply analyzes the problems and shortages on the performance management of this department at first phase. This text as well as discusses and reviews the relative theory, documentary and study achievements. On the basis of the fully combination with the management theory and practical experience, and repeatedly study on the applicability, concision and efficiency of performance management, this text systemically and particularly gives an operation proposal on the performance management of the operation service department. In the text, the design of the performance evaluation system is stressed also. For the other important parts (including regulation construction, management implement, improvement assistance, result application system, the assistant measure to improve performance management and etc.), the pertinent innovation thought, improvement measure and application way are provided also. Wish this text has an effective guidance on performance management of this company’s operation department, and a referenced function for the performance management of this industry’s operation department.
