中文摘要:摘要 上海民航华东通信网络发展有限公司是华东空管局直属的二级单位,是为华东空管局实现空中交通管制指挥的运行、技术保障单位企业,主要负责相应的网络传输工作。随着上海在国内、国际金融中心地位的不断提升,上海浦东、虹桥两个机场的起降航班始终处于饱和状态并且还在持续增长,上海上空航线的密度一再提升。为空中管制提供服务技术保障的网络公司,由此面临着前所未有的巨大挑战。 为了提高自身的管理水平和核心竞争力,力保各种网络运行万无一失,网络公司决定开发一套安全生产管理信息系统,系统涉及公司的所有与安全生产相关的设备和网络,从而实现业务运营的信息化、网络化、流程化和提高快速反应能力。安全生产管理信息系统是建立在信息技术之上,利用现代企业生产与设备管理的先进思想,全面覆盖企业各种核心及外围生产设备,最终目标是:提高公司整体的维护维修工作效率;规范公司维护维修业务管理流程;整体提升公司的生产信息化水平,为公司内部的生产信息交流提供相对透明的平台;为领导提供准确实时的生产过程信息和风险决策依据。 本安全生产管理信息系统在民航空管领域是首次提出以信息化方式管理如此全面庞大的设备群和网络,没有任何相似的经验教训可供参考,因此在开发实施的过程中蕴含着方方面面的管理和技术风险。 本论文根据民航和空管领域的特点,按照项目管理的理论知识,分析网络公司开发实施安全生产管理信息系统过程中存在的风险因素并进行辨别,同时提出应对风险的措施和方法,建立民航空管管理信息系统过程中的风险分析框架。最后论文对今后的发展方向和涉及领域、内容、目标等进行了系统的分析和说明。
