中文摘要:摘要 随着经济社会的快速发展,面对越来越激烈的市场竞争和顾客越来越高的服务要求,企业应在对自身现状分析的基础上,明确未来发展的目标和方向,通过科学制定发展战略,努力寻求自身条件与外部环境的协调,提高可持续发展能力。 供水企业作为公用事业单位,关系国计民生。国家供水产业政策调整后,供水企业面临供水市场的竞争,一些国际大型水务集团也加入到竞争中来,这对于长期置身于计划管理体制之下的供水企业是一个非常严峻的挑战。供水企业必须更新思想观念和经营思路,对企业的治理体系、组织机构、人力资源、生产经营、市场与价格、成本与利润等各方面进行一次全面的重新思考和评价,认清企业外部环境变化带来的机遇和威胁,了解企业自身的优势和劣势,制定正确的战略,发挥优势,调整劣势,把握机遇,迎接挑战,战胜困难,使企业在竞争中胜出,并实现做大做强。 泰达自来水公司地处天津经济技术开发区,位于滨海新区核心,主要供水范围也在滨海新区范围内。区域经济的快速发展给企业带来了前所未有的机遇与挑战,同时也加剧了竞争,要想在激烈的竞争中立于不败之地,就必须坚持以追求可持续发展为宗旨,充分利用区域政治和经济社会的发展优势,依托自身实力,夯实基础,加快发展,从战略的高度,加快科技、文化、人才、组织、管理和制度的创新,切实提高企业的核心竞争能力,为做大做强实现可持续发展注入新的生机与活力。 本文结合对全国供水行业的总体趋势分析,通过对泰达自来水公司的宏观环境和产业竞争分析,得出泰达自来水公司在新时期的发展战略。 本文的研究工作及所取得的成果为泰达自来水公司加快管理优化升级,促进管理机制创新、深化内部改革、实现可持续发展发挥了重要作用,并对相关供水企业制定发展战略具有一定的参考价值。  
英文摘要:Abstract With the development of economics and society, enterprises are faced with increasingly competitive markets and rigid service requirements from customers. It is necessary for enterprises to analyze their status quo and find clear objectives and directions in the future. By making strategies scientifically, enterprises should strive for the balance between their own resources inside and the environment outside to improve their sustainable development ability. As a public institution,water supply companies have a close connection with the national economy and livelihood of the masses. After the policy adjustment, water supply companies are faced with an increasingly severe market competition. Besides, some international water service groups also enter into the market, which adds challenges to water companies which have been under planned economy for a long time. It is time for water supply companies to renovate their concepts and business thoughts, rethink and reappraise the company’s all aspects, including governance systems, organizational structure, human resource management, production and operation, marketing and pricing, cost and profit, etc.. By doing so, these companies are able to get a clear understanding of the opportunities and threats from the outside, and recognize the strength and weakness of themselves and then make right strategy, make the best of strength and regulate the weakness, seize the opportunities and meet the challenges to lead in the market and become larger and stronger. TEDA Water Supply Company is located in Tianjin Economic-Technological Development Area, the central of BinHai New Area. The fast development in this area has brought about a lot of opportunities and challenges but also aggravated the competition. In order to maintain themselves in an unassailable position, and fundamentally increase the core competitiveness, enterprises should aim at sustainable development, take developmental advantage of the regional politics and economical society in this area, accelerate innovation in science and technology, culture, talent management, organization, management and polices. This study first discusses the general trends in the water supply industry, then analyzes the macro environment and industrial competition of TEDA Water Supply Company, and finally summarizes the development strategy in the new phase. The results of this study benefit the TEDA Water Supply Company in the acceleration of their management improvement, promote the transformation of management mechanism and advance the realization of sustainable development. It also has implications for common water supply companies.
