中文摘要:摘要 世界上许多国家把创办大学科技园作为发展教育、振兴科技、走向世界的一条重要途径。美国从上世纪50年代开始,英国从上世纪70年代开始,陆续在几十所大学周边办起了科技园。目前,世界上以大学为依托的大学科技园有2000多家,其中著名的科技园有上百家。大学科技园保持了广阔的发展前景和持续的增长能力,已经成为改善区域经济结构,创造就业机会和提高经济增长率的重要途径之一。1990年以来,全国大学科技园发展取得了显著成效,呈现出良好的发展势头,促进了相关高校的科技成果转化、学科建设、人才培养和体制改革;有力地带动了区域经济与社会发展。 青岛国家大学科技园2002年6月被科技部、教育部批准启动建设,在八年的发展历程中,青岛国家大学科技园的建设面临着许多问题,与清华大学、西安交大、复旦大学、浙江大学等国家前十位大学科技园相比,在许多方面存在差距。要想建成国内一流的科技园,青岛国家大学科技园必须充分利用人才、政策、区位等优势,以已经建成的创新链体系为核心,以省部级基地为骨干,以学校相关学科研究平台为基础,努力培育和挖掘园区的自主创新能力,逐步形成在信息技术、新材料、光电、生物医药、能源环境等领域较强的可持续创新能力,在一些高新技术领域实现重要突破。 论文将对国内外大学科技园发展现状进行了系统的论述和分析,对青岛国家大学科技园区发展的内外部原因进行了深入剖析,提出了解决问题的思路和方法,确立了园区依托学校的发展,以科研项目为(优)先、以区域支持为(根)本、以管理先进为基(础)的建园之路,制定了青岛国家大学科技园的发展规划。相信通过本可行性的研究与探索,能更好的找到青岛国家大学科技园快速、健康发展之路。  
英文摘要:ABSTRACT Many countries in the world take the foundation of Science Park of University as an important way to develop education, regenerate science, and be open to the world. Since 1950s, the United States has successively founded some science parks around the universities, so did the United Kingdom from 1970s. Currently, there are more than 2000 science parks based on universities, in which 100 science parks are famous in the world. Since 1990, the university science park has a bright future and sustainable growth, it also plays an important role in improving regional economic structure, creating employment opportunities and increasing economic growth rate. The national university science parks have achieved significant results, with showing a good trend. They have also effectively driven the regional economic and social development, promoted the relevant disciplines construction, as well as the human resources training and institutional reform. Science Park of Qingdao national University was approved by the Science and Technology Department and Ministry of Education in May 2001. There are many problems in the park during the development course. Compared with Tsinghua University, Xi'an Jiaotong University, Fudan University, Zhejiang University and other university science parks, there is a wide gap in many respects. For the purpose of becoming the first-class science park, Science Park of Qingdao national University should fully utilize the advantages such as talents, policies and location. Taking the innovation chain system as the core and basing on the school research platform, the Science Park of Qingdao national University should make efforts to foster and exploit the capacity of self-innovation, and gradually form the sustainable innovation capacity in Information Technology, New materials, Optoelectronics, Biomedicine, Energy environment etc, and then to make some important breakthroughs in high-tech fields. Through systematically discussing the present situation of University Science Park both home and abroad, and deeply analyzing the factors that restrict the development of Science Park of Qingdao national University, this project proposes the thinking and methods and puts forward a long-term programming of Qingdao national university’s Science Park. It suggests that constructing the park depend on university. Research projects must be given priority, based on local support and advanced management. We believe that by means of this project,we can find a better way to promote rapid and healthy development of Qingdao national University's Science Park.
