中文摘要：	摘 要 在公路工程建设项目中，材料成本约占施工总成本的60%—70%，主要材料成本占材料成本的80%以上，材料成本受组织外部不确定性因素和人为主观因素影响较大，是公路工程建设项目成本控制的薄弱环节。材料采购供应方面若出现问题，则对主体工程的质量、进度以及工程造价都会带来严重影响。因此，对这一问题的研究具有十分重要的现实意义。 本文以供应链管理理论为指导，以吉林省交通厅高速公路建设项目为研究案例，从公路工程建设项目分布地域广、线路长、施工点多、项目远离城市、交通不便、材料采购计划受施工实际进度影响较大、主要材料价格受国际市场影响波动较大等特点出发，研究适合公路工程建设项目主要材料采购供应的策略与方式，并结合吉林省高速公路建设中主要材料统一采购供应的实践，提出构建公路工程主要材料统一采购、集中供应的管理模式（以下简称统一采供模式）。 论文共分为六章，第一章阐述了论文的选题背景、研究意义、研究方法和主要研究内容；第二章回顾了供应链相关理论，并探讨供应链理论对公路工程材料采购供应模式构建的指导意义。第三章分析了公路工程建设项目的特点、材料分类的基础上，重点研究我国公路工程主要材料采购供应现状及存在的问题。第四章提出了公路工程主要材料统一采供模式的构建，并阐述了统一采供模式的构建体系。第五章结合吉林省高速公路建设中主要材料统一采购供应的实践，对统一采供模式的实施进行了应用分析，详细阐述了统一采供模式各环节的管理办法。 本文认为：统一采供模式能确保业主从材料的源头这一核心控制点开始控制材料质量，有效地控制、管理整个材料供应的各个环节，从而降低业主总成本、降低承包商主要材料的采购成本，提高经济效益。
英文摘要：	Abstract The cost of road construction projects accounts for about 60% to 70% of the total project cost. Main materials cost accounts for over 80% of the material cost. Purchasing cost which is influenced greatly by external uncertain factors and factitious subjective factors is the weak part of highway project construction cost. If purchasing management goes wrong, the main quality of the projects, project process and cost of construction would be influenced severely. In accordance with the characteristics of road construction projects, such as wide coverage area; long distance; too many road construction sites; construction sites far-away from city; inconvenient traffic, purchasing plan which is greatly influenced by the progress of projects, price of main materials which fluctuates greatly under the influence of international market price.This thesis studies purchasing strategy and procurement method that is suitable to road construction and builds management model of road projects main materials purchasing and supplying. The thesis first introduces the background and the significance of the research and related theory of supply chain and the its instructive significance to road project purchasing. The second part analyzes the characteristic of road construction project, material classification, the existing materials purchasing system and its problems and puts forward the model of centralized purchasing. The third part is the focal point of this thesis. It illustrates the management method of each link in centralized purchasing. The fourth part makes applicable analysis of the model of centralized purchasing and illustrates its practical significance in road construction by actual cases study. The model of centralized purchasing will assure business entrepreneur to control the quality of materials from the source of materials and control and manage every link of material supplying effectively. Centralized purchasing is instructive and meaningful to lower the total cost of projects and cost of main materials purchasing and improve economic returns.
