中文摘要：	随着时代的发展，起源于军事领域的战略思想被引入企业界，进而，企业的战略规划活动在包括图书馆在内的公共部门得到广泛应用。20世纪70年代，国际图书馆界开始关注战略规划的研究与实践，我国图书馆在政府调控和自身尝试中，逐步探寻发展定位，形成了一系列的规划成果，也存在着战略意识薄弱、规划管理低效、文本内容欠缺等问题，与发达国家和地区相比，战略规划实践的水平较为落后。 本研究将战略管理的原理、方法和图书馆的实践工作结合起来，旨在针对个体图书馆的战略分析与制定，为我国图书馆的长期发展构建具有实用性的战略规划流程，以此促进图书馆决策管理过程的科学化和高效率。 本论文的总体研究思路分三个阶段：首先是吸收借鉴较为成熟的战略管理理论，充分调研国内外图书馆战略规划现状，开展全国范围内的相关专家调查，针对现有规划文本进行内容分析，探寻战略规划流程构建的核心理论与实践依据。其次是根据前一阶段的理论探究和实证分析结果对规划文本结构进行优化设计，从规划流程、技术方法、组织建制等方面构建包括分析与制定环节在内的一系列战略规划流程。最后是在特定图书馆的战略规划活动中实施、应用整个流程，并参照文本结构框架制定战略发展的纲领性文件，进而从组织保障、战略思维和规划创新等方面提出流程应用的策略方案。 本研究采用以实证分析为主的技术方法，主要包括：通过内容分析法进行国内外图书馆战略规划文本的深入考察，以此确立符合我国国情的战略发展纲领性文件的结构框架；通过网站调查法抽样调查全球主要国家的图书馆网站，全面考察战略规划实践现状；通过专家调查法收集全国范围内的相关专家的观点，探寻体现我国国情的战略规划流程构建的权威意见；通过统计分析法进行图书馆的社会投入、服务产生与环境变量的相关分析，构建回归方程和时间序列模型，以此作为图书馆战略发展的决策参考依据。 经过实证分析，本研究得出三个层次的结论： 一是图书馆引入战略管理理论具有较高的必要性和可行性。必要性方面，伴随着全球化的进程，图书馆日益面临着更大范围的挑战和威胁；同时，战略管理理论中的成熟部分和创新内容也成为公共文化服务部门管理活动的指导思想源泉，图书馆战略规划研究与实践要深入推进，对战略管理理论的吸收、利用成为必然选择。可行性方面，就规划实践的流程而言，企业与图书馆的战略管理包含着共同的活动要素；就战略规划的文本而言，图书馆的结构框架、制定流程与企业一样遵循了战略管理理论的基本思路和规划开发逻辑，体现了二者在战略管理方面的共同特征和运作规律；就战略管理的前沿理论而言，最新的研究进展日益表现出与图书馆战略发展之间的较高匹配度，诸多创新观点极大地补充了传统理论中，对于图书馆更显合理的成分。 二是图书馆的战略规划能够总结出一套科学的管理流程和操作方法模型。关于战略规划分析环节，通过战略发展环境分析矩阵预测图书馆的未来情景，通过组织变革预期矩阵考察现状与预期之间的距离和关系，通过利益相关者意愿矩阵揭示不同利益群体对规划目标的意愿态度。关于战略规划制定环节，战略定位评价矩阵将资源优势和服务优势作为内部战略要素，发展环境和社会需求作为外部战略要素，以此构建战略模式定位坐标系，进行进取、协同、聚焦和培育等4种主要战略模式的界定。回归方程和时间序列模型利用统计数据揭示图书馆各项发展指标的态势与规律，读者需求响应决策树针对不同类型的读者需求做出应对决策。内外环境相关匹配矩阵利用量化评分的方法考察所有参评要素之间的内在联系，利用基于改进型SWOT方法设计的行动计划编制矩阵分别制定针对不同未来情景的行动计划。通过战略实施方案优化模型，则能促进战略绩效等级的有效提升。关于战略规划文本的规范化编制，可针对内外要素和体例结构构建文本框架，以此代表战略规划文本的基本编制逻辑和撰写体例。 三是图书馆的战略规划流程具有一定的应用价值，且需要一系列的保障策略。本研究构建的战略规划流程通过在特定图书馆的应用，帮助该馆提升了战略意识，强化了战略思维，促进了战略管理能力，增强了组织协同性和环境适应性，从工作绩效到思想认识均产生了一定的影响，对组织的战略发展在显性和隐性方面均表现出积极的作用。为确保战略规划流程的高效应用，必须在组织管理策略层面建立流程应用的保障体系和战略发展的协同机制，在决策思维策略层面强调战略考察的多视角和决策反应的权变性，在战略开发策略层面重视规划进程的非线性和流程框架应用的创新性。
英文摘要：	With the development of the times, strategic thinking originated in the military field has gradually extended to all aspects of social life. Strategic planning activities have been carried out in various fields from the national political decision-making to the social and economic development. In 1970s, the international library community began to focus on the research and application of strategic planning. The libraries in China have explored the development orientation and made a series of achievements by government regulation and their own practice. However, there exists some questions such as weakness of strategic awareness, inefficiency of planning management, lack of text content etc. Compared with developed countries and regions, the level of library strategic planning practice is lagging behind in China. The purpose of this paper is to develop a series of practical strategic planning process about long-term development of the libraries in China aimed at individual libraries by combining principles and methods of strategic management and practical work of library, so as to promote scientific process and high efficiency of library's decision management. The overall research ideas of this paper are divided into three phases. First, the author absorbs more mature theory of strategic management, researches the status of strategic planning at home and abroad, carries out a nationwide expert survey, analyzes the text content of existing plans, and explores the core theoretical and practical basis of strategic planning process. Second, the author optimizes the structure of the text on the planning design based on the results of previous explore and empirical analysis, develops a range of strategic planning process from planning process, technical approach, organizational system and so on. Finally, the process is applied in a specific library's strategic planning activities. A programmatic document is formulated reference to the text frame of strategy. Then, the author proposes the measures of application of process from the organizational security, strategic thinking and planning innovation. The methods of empirical analysis are applied in this study, including: The content analysis method is used to analyze the domestic and international text content of strategic planning, so as to establish the structural framework of programmatic document. The web site survey is carried out to explore the world's major library website, so as to investigate the status of strategic planning practices. The expert survey is carried out to collect the views of relevant experts, so as to explore the authoritative views about the process construction of strategic planning in line with our national conditions. The statistical analysis is used to analyze the library's social investment, services and environmental variables, construct the regression equation and the time series model, so as to be a reference for decision-making. After the empirical analysis, three levels of conclusions about this study are achieved: First, there is a high need and feasibility that the strategic management theory is introduced. The respect of need, library is facing an increasingly wider range of challenges and threats with the globalization process. The mature part of strategic management theory and innovative content has become a source of the guiding ideology of the management activities in public cultural service sector. It is necessary to absorb and utilize strategic management theory if the research and practice of library strategic planning should be further promoted. The respect of feasibility, to the process of the planning practice, the strategic management of library contains the common elements of the activity same as business. To the text of the strategic plan, the library's structural framework, development process followed the basic idea and development logic of strategic management same as business, reflecting the common features and operation of the law about strategic management. To the forefront of strategic management theory, there are higher degree match with the strategic development of the library in the recent research. Many innovative ideas make a great complement to the rational elements of traditional theory in terms of library. Second, the library's strategic plan can be summed up a set of management process and scientific methods. About the aspect of strategic planning analysis, Library's future scenarios are forecasted by Strategic Development Environment Matrix. The distance and relationship between the status quo and the expected are studied by Organizational Change Matrix. The attitude of different interest groups towards planning objectives is revealed by Stakeholders' Willing Matrix. About the aspect of strategic planning formulation, the Strategic Positioning Evaluation Matrix puts resource advantages and service advantages as internal strategic elements, puts development environment and social needs as external elements, build strategic positioning coordinates so as to define main strategic pattern species including progress, coordination, focus and nurturing. Regression and Time Series Model use statistics to reveal the trend and rules of library development indicators. Decision Tree in response to user demand makes decisions for different types of user needs. Internal and External Environment Relevant Matching Matrix explores the intrinsic relation among the elements by using quantitative scoring method. The plan of action for different future scenarios is developed by the Action Plan Matrix that designed based on the improved SWOT. Strategic performance levels are promoted effectively through the Strategic Implementation Optimization Model. About the standardization of strategic plan text design, the Text Framework can be built for inside and outside structural elements and the style of the text, as a proxy for the basic logic of writing style. Third, the library's strategic planning process has some value, and requires a series of security strategy. The process constructed are applied in a specific library, helping it to enhance the strategic awareness, strengthening the strategic thinking, promoting the strategic management capabilities, and enhancing interoperability and environmental adaptability. There has had some influence from performance to the thinking and understanding, and the library's organizational strategic development has shown a positive role in terms of dominant and recessive. To ensure the effective application of strategic planning process framework, the strategic level security system and coordination mechanism for strategic development should be developed in the aspect of organizational management. The multi-perspective of strategic exploration and contingency of decision-making response should be emphasized in the aspect of strategic thinking. The nonlinearity of planning process and innovation of process framework applications should be underlined in the aspect of strategic development.
