中文摘要:财务公司在我国发展已有多年,但目前我国财务公司的发展状况及财务公司的作用并不为人所知,其发展仍然较慢。这主要是由其盈利模式单一,业务创新能力不足,企业集团对其定位不够所导致,而更深层次的原因是缺少一套与企业集团发展战略相应的财务公司战略性绩效评价体系。因为,战略性绩效评价体系将财务公司与集团公司发展目标紧密相连,将财务公司与公司员工发展目标紧密相连,它是财务公司快速发展的源动力。对于正处在滨海新区关键发展阶段的天津港而言,这种源动力的需求更是迫切的。本文以解决此企业问题为课题研究目的,对天津港财务公司的绩效评价体系进行初探性的战略性优化。 本文首先详细介绍了研究背景,将天津港集团和财务公司所面对的危机与挑战进行了阐述,指出了在双方发展中所形成矛盾问题的由来,一是作为集团下属单位与作为金融行业单位所形成的行业定位矛盾;二是服务成员单位与经营指标考核所形成的服务与盈利的经营目标矛盾,进而引出此次研究的目的与意义。随后在理论综述中,为了避免混淆,特对我国大陆与香港两地的财务公司介绍了定义,接着分析了财务公司行业的特点和对企业集团的作用。在之后的理论综述中又对战略性绩效评价体系中所运用到评价方法进行了综述,并指出了企业战略与绩效评价的关系。接着介绍了天津港财务公司的由来、现状和未来发展战略,以及其与天津港集团在战略发展上的定位与功能关系,然后对天津港财务公司绩效评价体系现状进行了两个层面的分析,即集团公司对财务公司的绩效评价和财务公司对员工的考核,进而指出现状所面临的问题。最后,运用EVA、BSC、KPI等评价方法的互补性,对天津港财务公司的绩效评价体系进行了初探式的战略性优化思路探讨,形成了集团公司对财务公司的多方面指标考核,财务公司对部门及员工的全面指标考核两个层面的战略性绩效评价体系。 关键词: 企业集团 财务公司 绩效评价 战略管理  
英文摘要:Financial companies in China for many years, but the present development of our country's financial company and financial companies role is not known, its development is still relatively slow. This is mainly profit model by a single, lack of business innovation, enterprise group led by its positioning is not enough, but the deeper reason is the lack of a development strategy with the corresponding enterprise group finance company Strategic Performance Evaluation System. Because of strategic performance evaluation system will finance company with group companies closely linked to development goals, the financial company and employee development goals are closely linked, it is the financial source for the rapid development of the company. For now at critical stages of development of Binhai New Area of Tianjin Port, this source of demand for power is even more urgent. In this paper, to solve business problems for the research for this purpose finance company in Tianjin Port system for performance evaluation of the strategic nature of optimization. This paper introduces the research background, the Tianjin Port Group and the financial crisis faced by the company with the challenges described, points out the contradiction between the two sides formed by the development of origin of the problem, first, second unit as a group and as a financial sector positioning unit formed by the contradiction between the industry; the second service member is formed with the target assessment services conflict with the goal of profitable operation, and thus leads to the purpose and significance of the study. Subsequent review in theory, in order to avoid confusion between the two places in China especially financial companies understand the difference between finance companies introduced in the definition of China's mainland and Hong Kong, and then analyzes the characteristics of financial companies and industries the role of enterprise groups. After review of the theory again in the strategic use of performance evaluation system to the evaluation methods are reviewed, and pointed out the corporate strategy and performance evaluation. Tianjin Port and then describes the origin of financial companies, present and future development strategies, and with the Tianjin Port Group's positioning in the strategic development and finance company in Tianjin port status of the Performance Evaluation System analysis of two levels, namely, Group Performance Evaluation of financial companies and finance companies to staff assessment, and then pointed out that the problems facing the current situation. Finally, the use of EVA, BSC, KPI and other evaluation methods complement each other, financial companies in Tianjin port performance evaluation system for the strategic optimization of style and form of the various indicators of group assessment of financial companies, financial companies and employees of departments two aspects of a comprehensive strategic assessment indicators performance evaluation system.
