中文摘要：	地方政府融资平台公司是指地方政府发起设立的国有公司，通常以土地等国有资源和资产作为抵押，或以地方政府财力作为隐性担保的方式，向银行贷款融资。地方融资平台公司是改革开放的产物，是地方政府作为区域财政政策的执行和落实者，其成长和发展对促进地方经济发展，特别是一些周期长、低收益、高投资的民生和社会项目以及大型的基础设施建设方面，发挥了积极的作用。九十年代以来，地方融资平台的大量涌现，使城市基础设施建设项目的运作模式更加市场化、专业化。然而，受地方融资平台公司的特殊运行模式和组建结构的限制，在经营和决策过程中存在由政府主导的被动局面，导致其投资项目及资金量迅速膨胀，期间累积的风险不断加大，对公司自身健康发展、项目正常实施及金融稳定形成了直接或间接的威胁。 为保证城市化建设的持续实施以及经济平稳运行，这类由融资平台公司引发的一系列风险亟待解决，然而由于目前该类风险尚未大规模暴露且未形成实际损失，现阶段对于该类公司的研究主要关注于如何复制这一模式助推城市建设，而较少站在融资平台公司健康发展的角度，研究如何完善公司治理结构，规范经营模式。本文通过笔者工作中积累的一手资料及个人体会，以天津市规模最大的融资平台——天津城市基础设施建设投资集团有限公司为例，通过分析其发展历程，运营模式以及目前承贷现状等，力图透析其作为政府投融资平台公司存在的融资风险及产生原因，并在此基础上有针对性的提出完善措施建议。通过健全公司自身治理结构；发挥财政资金杠杆作用，探索更多公益性项目融资途径；加强公司制度建设等，一定程度上缓解地方政府融资平台风险积聚，保证地方政府适度负债，大型公益性项目稳步实施，地方城市化建设进程健康推进。
英文摘要：	Local government-backed investment company refers to the state-owned company, getting a bank loan with mortgage of land or guarantee of government. Being a product of the reform and opening-up policy，this kind of company is the executor of local government’s financial policy. As the company develops, it plays a vital role in accelerating economic growth and the construction of infrastructural facilities. Since the 1990s, the springing up of this kind of company brings a specialization and marketization pattern in the constrction of infrastructural facilities. At mean time, risks accumulated gradually. With the background of the state council demands to enhance management of the kind of company, this paper takes Tianjin Infrastructure Investment Group (TIIG) as an example, analyses the development course, the operation model and present state of TIIG. On the basis of exploring the reason of financial risks and some specific cases, the paper offers some suggestion to improve the existing situation. By perfecting corporate governance structure, exerting the leverage of fiscal funds, expanding the financing channels, enhancing system construction, to manage the financing risks to a certain extent. And therefore make the guarantee that local government indebted properly, the infrastructural construction developed steadily, the urbanization progress accelerated healthily.
