中文摘要：	随着代建制这种新型项目管理模式在全国非经营性政府投资项目中广泛推广，全国各地上马的非经营性水利工程建设项目也逐渐推广这种新型管理模式。但从当前效果来看，由于非经营性水利工程建设项目建设管理具有专业性强、技术复杂等、行业定额相对较低等与其他建筑领域不同的特点，代建制推行过程中遇到了很多问题，例如代建模式选择、代建单位的法律地位的确定、代建人激励机制、代建取费标准偏低等问题。本文试图就非经营性水利工程建设项目代建模式和代建取费标准这两个问题展开研究。 本文研究的主要内容和主要结论有：分析比较国内政府投资工程试行的几种典型代建模式优缺点，结合目前非经营性水利工程项目建设管理特点和现状，提出事业单位型集中代建模式是比较适合非经营性水利工程建设项目的模式，并对具体模式进行了设计；通过比较代建费和建设单位管理费的构成，指出当前代建取费标准不合理的原因，测算出在本文提出的代建模式下的代建取费标准；最后通过实例，对目前实行的代建模式和采取的取费标准进行了分析。 本文研究价值:通过对非经营性水利工程建设项目代建制实践现状分析，结合非经营性水利工程建设管理特点，本文创新性的提出非经营性水利工程的“四级”代建管理模式，并对该模式下的代建取费标准进了测算，力求研究能够对非经营性水利工程建设项目代建制具体的实践提供一定的参考价值。
英文摘要：	Nowadays non-business hydraulic engineering project is adopting construction consignment all over the country, along with construction consignment widely applying in national non-business government investing project. In the present state of affaires, due to its high professional, complicated in technique, low in sector quota, etc. are different from other construction area, the non-business hydraulic engineering project runs into lots of problems during its adopting process, such as consignment mood, legal state of consign company, motivation system of consigner, low consign quotation, etc. The research begin with consign mood and consign quotation. The main conclusion includes：after comparing the advantages and disadvantages of different typical government investing consign project with present non-business hydraulic engineering project situation, the public institution centralized consign mood was indicated to be the proper solution and certain model was presented；standard consign quotation was given by comparing the ratio of consign quotation and consign company expense of administration, unreasonable element consign quotation was pointed out in the same time；The last section was about real case analysis of consign mood and standard quotation. Research value: Through the non-operational water conservancy construction project forward.all practice situation analysis, combining non-business water conservancy project construction management features, this article proposed innovative non-operational water conservancy project of "four" agent construction management mode, and the mode of agent construction fees standard, strive to research into the measure to conduct non-business water conservancy construction project forward.all concrete practice provide certain reference value.
