中文摘要:“十六大”以来,我国经济进入新一轮增长周期,全国电力需求增长迅猛,电力供应出现短缺,整个电力建设行业从2000年开始复苏,从2002年进入持续的高速发展,促进了电力施工项目管理由单项目管理向项目群管理发展。针对当前我国电力施工建设项目群管理特点,建立开放的、动态管理的Human resource Management system (人力资源管理系统,简写HRMS),从项目群管理层面上提高人力资源使用效率,具有重要意义。 面对国内电力施工项目群管理的快速发展,人作为最紧缺、最重要的资源,其管理效率制约着企业的快速发展和项目群的成功。天津电力建设公司(以下简称天津电建)开发的蓝巢E-MIS管理信息系统,经过多年的应用与完善,已经形成了全项目多参与方的信息交换平台,具备多项目并行管理能力,其人力资源模块比较成熟,较好适应了电建项目群的特点。目前, 尽管人们从开发角度对人力资源模块研究较透彻,市场上的HRMS产品也较多,但由于电建施工行业本身的特点,适合国内电建施工项目群管理的HRMS产品很少。 本文通过对天津电建近年来在电力施工项目群管理中的人力资源工作背景、工作内容和流程等进行分析,结合该公司开发的蓝巢E-MIS管理信息系统中的人力资源模块、电力施工项目群人力资源管理的要求和特点,从人力资源管理模块用户的角度,研究电力建设项目群HRMS中各模块功能设计、具体业务功能设计、业务流程设计及业务间的信息关联。 在系统设计中,强调在管理信息系统支持下,实现人力资源管理全员参与的思想、加强人力资源业务间的信息关联和消除信息孤岛,重点关注人力资源管理过程。 本文对开发国内电建施工项目群的HRMS系统具有借鉴参考意义,同时也适用于人员调配频繁的施工型项目群管理公司开发管理信息系统中的人力资源模块。 
英文摘要:Since the Sixteenth National Congress of the Communist Party of China,the economy has entered a new growth cycle, The demand of national electricity grow very fast and the power is shortage, the power construction industry started to recover in 2000, since 2002, the economy maintained rapid development, this promote the management of power construction from project management to program management. For the program management of power construction, to establish an open and dynamic HRMS has significant efficiency on the surface of program management. For the rapid development of domestic electric power construction program management,as the most scarce and important resource, efficiency in the use of human resources restrict the company’s rapid development and the success of program management. TEPC’s E-MIS management information system has multi-project management capabilities in parallel after many years of use and improved, and its human resources module has more mature. Now, it has more study on human resources module from development perspectiveon, and also has more products about HRMS on the market, but because of its own characteristics of power construction industry, the softs of HRMS for the domestic electric power construction program management are very little. On the basis of the E-MIS’s human resources modules and the TEPC’s practice of program management,this paper study the HRMS’s module functional design, business Process Design and information between the business association from a user perspective. It emphasizes the full participation of human resources management ideas, the shared information among the business is strengthened, and the processes of human resource management are concerns. This paper has a reference point on developping HRMS system of domestic power construction program management , It also applies to the development of human resources module on for the program Management Company.
