| 中文摘要: | 摘 要 在现代经济社会中,企业并非处于单纯的市场环境中,同时还要受到市场环境以外的非经济因素的影响。企业想要生存和发展,就必须适应环境,周全考虑影响企业周围所有的相关外部因素,现代企业的成功已经不再单纯的依靠技术实现,它取决于企业对于社会变革的适应能力和应变能力,取决于如何编制好企业的关系网络,其中重中之重就是如何做好政府关系管理,编好政府关系网。在当今企业面临市场和资本双重压力的情况下,企业的政府关系如果再失去优势的话,那么注定要导致失败。 对于国内许多企业,多数管理人员普遍没有认识到企业政府关系管理活动的重要性,认为政府公关是雕虫小技,登不上大雅之堂;认为搞好政府关系无非就是送礼,走后门,请客吃饭之类;往往借故工作忙,而不去涉足政府关系,更谈不上将其提升为一种价值观和管理哲学,由此,政府关系管理被束之高阁。反观在华外资企业对于企业政府关系管理,大都具有相对成熟完善的管理理念,擅长运用政府公关这一有力的手段来为企业服务,虽然有诸多不适应现阶段中国国情和文化的表现,但仍有很多方面值得国内的企业借鉴和参考。 真正的企业政府关系,是企业与相关政府部门的君子之谊,通过政府与企业之间的沟通,使政府了解企业,为企业发展创造好的政策环境,同时,企业投桃报李,给相关政府部门更多的回馈帮助,互取所需。作为二十一世纪的企业和管理人员,充分了解和把握企业的政府关系管理已经成为企业健康与长远发展的重要一环。 我国正处于当前经济转型、政府职能转变的重要历史时期,政府与企业的关系日趋紧密、相互依存。本文试从企业的政府关系管理对于企业发展的作用出发,说明企业政府关系管理的意义和作用;从在华外资企业政府关系管理的视角,来探索企业应当怎样进行政府关系管理,怎样调整政府关系管理策略等问题;论文通过建立企业政府关系管理模型来对企业政府关系管理体系加以调整、优化,希望以此提高企业的政府关系管理水平。本文将从以上方面进行逐一论述,并介绍了本人工作单位的企业政府关系管理的案例,相信会给那些期望做好政府关系管理的企业提供好的借鉴。 关键词:在华外资企业 政府关系 管理 策略 | |
| 英文摘要: | Abstract In the modern economic society, enterprises are not operating in the simple market. However, they are affected by the non-economic factor from the outside environment. Enterprises’ survival and developments require their abilities of adapting the environment and their comprehensive considerations of all influencing factors. Therefore, technology is not the unique key to enterprise’s success now. The adaptability to changes, especially the development of enterprise’s social network, has become more important. How to establish and manage the relations to the government is the first priority of enterprise’s connection network. Accordingly, under the dual pressure from the market and the capital, enterprises will fall through without the support of government connections. In many domestic enterprises, most of the managers are not aware of the importance of managing the government relations. The government relations are considered as “insignificant skill” and not refined. To many managers, the activities to develop the government relations are nothing but sending gifts, entertainings and so on. They keep distance with social relations activities by finding excuses of working, no mention to ascend it to a value or a management philosophy. Therefore, the management of government relations is shelved. Conversely, most of the foreign-invested enterprises in China have relatively mature concepts about the relationships between firms and the government. They are good at employing government relations, which is a powerful mean, in serving themselves. Although some expressions can not perfectly fit with current situation and the particular culture of China, their practices can provide reference for the domestic enterprises in many aspects. The real relations between enterprises and the government are upright and appropriate. During the relations, government, via communication, can learn more about the enterprises and formulate better policies for their developments. Simultaneously, the enterprises may return their compliment by providing more feedbacks. As a firm or a manager in the 21st century, sufficient understanding and holding of the government relations have become a key process of enterprises’ healthy long-term development. China is now experiencing the economic transition and transformation of government functions, which is an important period. Enterprises and the government are closer and interdependent. Starting from the effects of the government relations management on the enterprises’ development, this thesis tries to explain the meanings and importance of enterprises’ government relations. From the perspective of foreign-invested enterprises in China, following questions are explored: how to manage the government relations and how to adjust the government relations strategies effectively. A model of enterprise-government relations management is provided to adjust and optimize the relations management system, and to level up the general standard of government relations management. In this thesis, the above aspects will be discussed specifically. A practical case of the author’s working enterprise, which is about the government relations, will be introduced as a good reference for those enterprises which are willing to complete their management of government relations.
