中文摘要：	项目全面预算管理是从项目效益角度出发，以项目目标为标杆，以货币金额形式规范项目一定时期内的运营成绩和财务目标，进而调整和控制项目管理体系及项目内各相关部门的项目管理活动，使项目管理的各项活动能够获得有效组织与协调。项目全面预算管理通过集中监督、分散权责，促进项目资源有效配置、合理使用，实现企业项目目标，提高项目的整体效益。 在宏观上，进入二十一世纪以来，为了建立我国社会公共财政预算管理体系，国家财政部推行了政府机构部门预算、国库集中支付制度、支付双线制度、政府采购制度等一系列制度、措施。为了保证这些改革措施的能够顺利落实，出台了一系列法律规定、政策文件。目标就是要通过这些规定、政策建立资金来源有筹划、资金支出有预算、资金开支有标准、资金使用有考评的现代预算管理制度。在微观层面，预算已成为管理的重要手段。一般情况下，预算贯穿经济项目的启动、计划、执行和收尾四个阶段，通过预算推算实施一个项目需要的全部可量化资源成本，并据此在项目实施过程中对项目实行全程管理。在经济企业中，预算管理一般分为两大系统，经营预算系统和资金预算系统，而资金预算系统的重要结构组成就是项目预算；在非营利组织中，部门预算系统也一般分为两大系统，基本预算系统和项目预算系统。在某一个具体的项目中，预算管理是编制项目计划、确定和控制项目投资额的重要依据。由此可见，无论是国家的整体宏观方面，还是在微观的企业组织、非盈利组织等社会各个层面，预算管理都是具有重要意义的管理工作。特别是在诸如矿产资源勘探、工程项目施工、大型活动举办等具体的项目运作中，预算管理的构建和落实对工程和活动的质量把控、顺利完成具有重大作用，预算管理水平的高低直接影响资金效益发挥的高低，科学严谨的项目预算管理能够确保有限的财力资源得到合理配置和有效使用。因此，对预算编制和执行中存在的各种问题进行深入研究，进一步推广和优化项目预算管理的应用范围和应用水平，具备积极的社会现实意义。 在某工程项目公司承接的LK石油钻井项目的施工过程中，LK石油钻井项目构建起了初步的项目管理体系，这套初步项目管理体系为LK石油钻井项目实施预算管理提供了初步的基础条件。另一方面，尽管LK石油钻井项目已经具备了推行预算管理的基础条件，并且在项目实施的过程中已经开始推行了部分项目管理。但是到目前为止，LK石油钻井项目还没有构建起系统、科学、全面的项目全面预算管理体系，在实际预算管理过程中依然还存在诸多问题。 本文的研究，正是基于以上背景，通过对国内外企业预算管理理论与实践的分析，结合我国项目运作的特点，从战略高度构建了项目预算管理模式和实施对策，以促进我国项目管理水平的提高。本文通过对国内外企业全面预算管理理论与实践的分析，结合我国企业全面预算管理的应用特点，针对LK石油钻井项目实施全面预算管理中存在的问题以及产生这些问题的原因，综合运用系统观念整合项目施工企业的工程资源、人力资源、设备资源和财力资源，从战略高度构建LK石油钻井项目全面预算管理模式，并设计出了适合LK石油钻井项目实施全面预算管理的架构和体系，从理论上为我国项目型企业进行项目全面预算管理构建了一个新的理论框架体系和可供参考的实践范例，从而实现对我国项目型企业实现全面预算管理提供有效指导的研究目的。 LK石油钻井项目全面预算管理体系的构建，要坚持预算管理从静态转变为动态的基本思想、对行为责任的定位从外部转向内部的基本思想和预算管理组织的系统论思想。LK石油钻井项目全面预算管理体系设计的总体思路是项目发展战略全面与预算相结合，LK石油钻井项目从立项、实施到结项都通过相应的预算工作实现对应控制。基于这一思路，在制度方面优先确保LK石油钻井项目全面预算能够得到有效实施是基本前提。首先，在项目战略层面上要充分结合全面预算思路，通过预算设定绩效指标来描述和表达项目战略的运营期望，并确保所有项目参与人员都清楚了解这一运营期望。其次，在项目实施过程中，执行层面上要将LK石油钻井项目的项目运营期望逐层分解为更具体的分项目计划和分项目预算目标。在这一环节通过财务模型推算不同情景设置，使得项目负责人尽量把握分项目计划和分项目预算目标对项目整体成功的影响程度，进行有效关联预测。并根据不同的预测情况，拟定在执行过程中发生变化后进行调整的基本原则。预算管理以自上而下的战略方向为指导，在项目的运营活动和项目战略之间建立直接联系，从而确保能够自下而上的实施整体计划。最后，在组织层面要设立LK石油钻井项目分项目和员工个人目标的考核体系，通过考核体系的奖惩制度设计持续规范各个分项目层面的密切合作，保证项目的按计划实施。 本文研究的主要内容包括：全面预算管理的内涵与特征；全面预算管理的职能与作用；全面预算管理的基本原则；全面预算管理的一般框架及其相互关系；全面预算管理在国内外的应用状况；LK石油钻井项目实施全面预算管理的现状及问题；LK石油钻井项目实施全面预算管理的必要性和现实意义；LK石油钻井项目全面预算管理体系的总体设计；LK石油钻井项目全面预算管理的执行与考评机制；LK石油钻井项目实施全面预算管理的保障体系等主要内容。
