中文摘要：	军事技术是引领世界科学技术发展的主要领域，也是一个国家军事实力的重要体现。军事科研管理，是催生先进军事技术的重要基础。信息技术的发展和应用，使军事科研管理面临诸多挑战和机遇，如何更好地把握信息化条件下军事科研管理规律，积极提高管理效率，是目前所需要研讨的重要问题。 本文从军队科研管理现状及以往普遍存在的问题入手，依托军事医学科学院卫生装备研究所科研管理实践，结合我军现代化科研管理的特点和规律，针对当前军队科研管理中存在的主要问题进行研究分析，探讨了构建科研管理信息系统的必要性，并以卫生装备研究所科研管理为个案，分析现有专业科研人才队伍结构现状和特色，以分类管理为基础，利用学科分类方法，结合目前多学科交叉的军队科研管理需要，将科研管理信息系统分为6大模块，采用C/S结构，利用SQL-Server2000数据库进行数据存储与处理，实现军队卫生装备科研管理信息系统的软件平台开发。并结合研究所制定的管理办法，将有代表性的科研课题情况，录入计算机信息系统，利用科研数据来进行计算机信息系统的测试，以检验信息系统的稳定性、科学性和客观性，充分体现了管理为科研服务的理念，并将管理的能效落到实处，以达到节省科研经费、突出科研重点、提高科研效率的目的。 系统总体架构功能齐全、特色鲜明，设置菜单科学合理、便于操作。最后，运用开发的系统软件对不同学科专业的科研管理工作进行系统测试，测试结果表明系统的稳定性、科学性和客观性整体良好，得到了科研人员的一致好评。
英文摘要：	Military technology is not only leading the main areas of scientific and technological development, but also an important manifestation of national military power. Military scientific research management is the important foundation for advanced military technology. Due to the development and application of information technology, military scientific research management faces many challenges and opportunities. Therefore, it is an important issue needed to be studied that how to grasp the law of military scientific research management and improve the efficiency of management under the condition of informationization. In view of the current situation and existed problems of the military scientific research management, and relying on the scientific research management practice of Research Institute Of Medical Equipment Of AMMS in combination with the characteristics and the law of modern scientific research management，the thesis investigates the existed problems of the current military scientific research management, and also the necessity of constructing scientific research management information system. What is more, the thesis mainly studies the scientific research management of Research Institute Of Medical Equipment as a case, and analyzes the current situation and characteristics of professional scientific research talent structure and team. In order to meet the needs of multi-disciplinary military scientific research management, the scientific research management information system is divided into six module based on the discipline classification method. By utilizing the SQL-Server2000 for data storing and processing based upon the C/S structure, the information system software platform of the medical equipment scientific research management is developed. According to the management measure made by the institute, the information data of the representative research project is entered into the computer information system so as to test the stability, scientificalness and objectivity of the system. Therefore, it fully reflects the concept of researches served by management, and the efficiency of management is carried out to save funds, highlight the focus and improve the research efficiency. The information system has the property of complete function, bright characteristics, and the menu is scientifically set for easy operation. Finally, for the research management of different disciplines, the system test is done by using of the information system software, and thus the result shows that the stability, scientificalness and objectivity are totally good. The information system gets a favorable reception from the researchers.
