中文摘要:光伏发电是以太阳光作为能源,提供给人类取之不尽用之不竭的电能。近年来国际社会对环境保护的认识不断加深,人们对传统能源危机意识的不断增强。世界对以光伏发电为代表的新能源需求越来越旺盛。仅在短短十年之内,国内光伏发电设备制造行业就形成了产值几千亿元的生产规模。2009年以来,国内开始大规模投资光伏发电建设项目,但是对该类建设项目进行风险管理研究的却是凤毛麟角。 本文以光伏发电建设项目中的风险管理为研究目的,在国内外光伏发电建设项目经验和对国内外相关项目管理理论研究的基础上,对光伏发电建设项目的特点进行了深入地分析,得出了加强对该类项目进行风险管理理论研究的必要性和可行性,针对光伏发电建设项目管理的特殊性和生命周期理论的运用对光伏发电建设项目风险管理的识别、计划与应对方法进行了探索和研究。其研究成果能够为当前充满挑战,却尚不成熟的光伏发电市场竞争环境提供建设性的理论支持。 本文首先指出目前许多光伏发电建设项目的背景和概况,其具有的一般建设项目特点和此类项目的特殊性,以及面临的诸多问题。项目管理研究的一般方法针对光伏发电建设项目特殊性的理论支持不够充分,一般项目管理人员的经验面对该类项目中的特点,没有办法完全复制。随后运用生命周期理论和项目风险管理理论分析并论述了光伏发电建设项目的风险识别、评价、应对与监控。并通过河北平山光伏发电项目的实例,对理论研究进行支持和佐证。通过本文的研究,希望对不同专业背景的光伏发电建设项目管理人员提出可供参考的理论指导,对光伏发电建设风险管理的定量化、科学化、规范化方向发展具有积极作用。文章中涉及的专业技术知识,深入浅出,适合有一定光伏发电基础知识的人员参考,具有一定的理论价值和实践意义。  
英文摘要:Photovoltaic power generation is sunlight as an energy source available to mankind inexhaustible energy. In recent years the international community's growing awareness of environmental protection. People are growing awareness of the traditional energy crisis. The world's growing energy needs of the new strong, especially in PV. Within just a few short years, the domestic photovoltaic power generation equipment manufacturing industry output value to form the production scale of several hundred billion dollars. Since 2009, China started large-scale investment in solar power generation projects. That type of construction project risk management research is rare. In this thesis, PV projects on risk management for research purposes, in domestic and international experience in construction projects and related project management at home and abroad on the basis of theoretical research on the characteristics of PV power generation projects carried out in-depth analysis, obtained the risk that type of project need and feasibility of, and attempts to summarize and make photovoltaic power generation construction project risk management and practice of the particular laws and methods of operation, to enable them to adapt to the current field of competitive photovoltaic power generation system, competing pursuit of low cost, high construction speed, secure and stable market environment. This thesis pointed out that the number of photovoltaic power generation project background and overview. It has the characteristics of the general construction projects and the special nature of such projects. The general method of project management research projects for photovoltaic power generation is not sufficient to support the theory of special. General project management experience in the face of the characteristics of such projects, there is no way to completely copy. Life-cycle theory and the use of risk management theory and discusses the construction of photovoltaic power generation project risk identification, evaluation, planning and control principles and methods. Through an example of the photovoltaic power generation project in Pingshan Hebei, the theoretical research and evidence to support. Through this study, I hope for different professional backgrounds of photovoltaic power generation construction project managers to provide theoretical guidance for reference.
