| 中文摘要: | 经济全球化和我国市场经济的快速发展使得中国企业面临更大的机遇与挑战。对于人力资源配置和管理而言,如何面对人力资源成本不断提高的现实,如何利用更少的人力资源成本为企业创造更大的价值,日益成为企业关注的重点。由此也为各种新兴的用工模式提供了广阔的市场,劳务派遣就是其中倍受关注的一种。劳务派遣凭借其自身的优势迅速在中国的劳动力市场兴起,成为受到众多企业青睐的一种用工方式。但是这种基于复杂三方雇佣关系的用工形式也受到研究者和实践者的诸多非议,因此也成为我国《劳动合同法》等相关法律协调的主要对象之一。 天津港从改革开放初期开始进行劳动用工体制改革,在此过程中也根据自身的行业特点和岗位需要逐渐引入了多种用工模式,包括劳务派遣。这种用工方式在一定时期内确实在很大程度上发挥了优势,而且自身也得到完善和发展。但是,随着劳务派遣在天津港的深入开展,尤其是在天津港不断加快发展的环境下,其在发展过程中积累的一些问题也日益彰显,并且对企业的经营产生了一定的不良影响。如何根据不断变化的企业环境调整劳务派遣员工管理方式,使之能够持续的对企业发展产生促进作用,成为了当前天津港人力资源管理中需要思考的一个重要问题。本文以天津港使用劳务派遣员工的典型代表某集装箱码头公司为研究对象,探讨该公司应如何根据自身发展需要改善其劳务员工管理现状,以期为天津港的劳务派遣员工管理提供新的思路,寻找到新的发展途径。 本文首先对劳务派遣的相关研究进行了回顾,接着对该公司劳务派遣员工管理的发展历程和现状进行了描述,并在此基础上提出了该公司在劳务派遣员工管理中存在的问题,而后从多个层面深入分析了产生这些问题的原因,说明了其必然性和普遍性特点。最后根据问题产生的原因,从多个角度提出了有针对性的完善对策。 | |
| 英文摘要: | Economic globalization and the rapid development of Chinese market economy bring greater opportunities and challenges to Chinese enterprises. For human resource allocation and management, how to face that human resources costs continue to increase and how to use less of the cost of human resources to create greater value turns to be the focus of the enterprises. This also provides a broad market for a variety of new employment styles and labor dispatch is one of the closely attentioned. Labor dispatch rises rapidly in the Chinese labor market by its advantages, and has become favored by many enterprises as a means of employment. However many researchers and implementors raised questions about such complicated tri-employment model, so it also becomes the studied focus of the Labor Law etc. Tianjin Port started the reform of labor and employment system from the beginning of reform, while gradually introduced a variety of employment styles according to the characteristics of the trade and the need of positions, including labor dispatch. It shew advantages to a large extent in a certain period of time, but also benefited its own improvement and development. However, along with the development of labor dispatch in Tianjin Port, especially in the environment of accelerating development of Tianjin Port, some problems accumulated in the development process are also increasingly demonstrated, and these problems have brought negative effects in the operation of enterprises. How to adjust the management of labor dispatching workers according to the continually changing business environment so enable it continually promote the development of the enterprise, now it becomes a important issue to be considered for the current human resource management of Tianjin Port. This article chooses a container terminal company of Tianjin Port as the typical object for the study in using labor dispatching workers, and explores how the company should improve its management of labor dispatching workers to meet the need of its development, in order to provide new ideas for the management of labor dispatching workers and find a new approach of development. This article firstly reviews the studies of labor dispatch of, and then describes the development process of management of labor dispatching workers and the status quo of the container terminal, and on this basis it analyses deeply the problems that exist in management of labor dispatching workers and the causes of these problems from Several levels, and then demonstrates the characteristics of its inevitability and universality. Finally, according to the causes, the article gives targeted improvement measures from various angles. | |
