中文摘要：	科学技术是第一生产力，科技的现代化是海关现代化的重要条件和标志。随着信息技术的迅猛发展，科技应用在海关业务改革和队伍建设中发挥了重要作用，成为海关事业不断前进的重要推动力量。海关信息化应用水平逐步提高，对IT系统的管理工作提出更高的要求。遵循采用先进的理念和方法来提高IT管理水平的思路，为了解决笔者所在的天津海关在IT运维过程中的问题，笔者提出了“基于ITIL的天津海关IT运维服务体系构建与实施研究”的课题。 本文首先对IT服务管理理论和ITIL规范进行了讨论，其次对海关的信息化建设和应用情况进行了回顾和总结，然后对目前天津海关的IT运行维护工作状况进行分析，归纳出存在的主要问题，结合海关信息化应用的特点和未来的发展趋势，以天津海关IT运维服务体系构建和实施为例，提出了一套适合海关业务发展的IT运维服务管理解决方案，该方案对天津海关的IT运维服务管理体系框架进行了阐述，对IT运维平台、信息系统安全运行服务体系和IT运维应急体系建设的要点进行描述；最后提出了部署和实施该运维服务体系的方法。IT服务管理理念和方法的引入，将大大提升海关IT运维管理效率和服务水平，为业务发展提供强大的支撑。 由于海关系统的IT运维具有共性的特点，所以本研究对其它海关单位建设IT运维服务体系具有一定参考意义。
英文摘要：	The science and technology is the first productive forces, the technical modernization is the important condition and the sign of customs modernization. Along with information technology's rapid development, the technical application has played the influential role in the customs service reform and the troop construction, becomes important impelling force which the customs enterprise goes forward unceasingly. The customs informationization application level enhances gradually, sets a higher request to the IT system's supervisory work. Follows uses the advanced idea and the method raises the IT management level the mentality, to solve the Tianjin Customs which the author is, in IT transports in the Uygur process the question, the author proposed “Tianjin Customs IT transports the Uygur services structure construction and the implementation research based on ITIL” topic. This article first has carried on the discussion to the IT service management theory and the ITIL standard, next has carried on the review and the summary to customs' informationization construction and the application situation, then carries on the analysis to the present Tianjin Customs' IT running attention working condition, will induce the existence the subject matter, the union customs informationization application characteristic and future trend of development, will transport the Uygur services structure construction and the implementation take Tianjin Customs IT as the example, proposed a set will suit the customs trade development IT to transport Uygur to serve the management solution, this plan transported Uygur to Tianjin Customs' IT to serve the management system frame to carry on the elaboration, to the information system safe operation service safeguard, IT transported The Uygur emergency system construction's main point and IT transport the Uygur outsourcing pattern to propose the solution; Finally proposed the deployment and the implementation should transport the Uygur services structure's method. The IT service management idea and the method introduction, will promote the customs IT managerial effectiveness and the service level greatly, is the trade development provides the formidable support. Because customs system's IT transports Uygur to have the general character characteristic, therefore this research constructs IT to other customs unit to transport the Uygur services structure to have certain reference significance.
