中文摘要：	企业的IT战略往往是业务需求驱动，所以早期的IT建设通常以满足业务部门的需求为目标，但这会导致IT部门条块分割严重、流程不清，进而使企业的信息化建设效率低下，无法与企业战略相一致，甚至可能会阻碍企业战略的实施。因此，企业的IT治理日益成为焦点问题。IT治理通过明确利益相关者的权利与责任，使企业的IT架构、需求与企业战略目标一致，有效地集成与协调企业的信息资源。 论文首先回顾了IT治理理论以及在企业中的实践，发现ITIL(Information Technology Infrastructure Library，“信息技术基础架构库”)已经成为IT治理实践的实际标准。其次，对中远散运信息化建设的现状进行分析，其存在的主要问题和特点有两类，一是技术层面问题：网络规模庞大、IT人员相对较少，系统分散孤立，缺乏统一管理平台、缺乏预生产环境等；二是管理层面问题：缺乏事件管理、没有故障分级制度、缺乏变更管理，一人多职、岗位冲突等。因此，中远散运的信息化建设需要从技术层面和管理层面进行治理。 论文分析了ITIL核心模块的功能和生命周期模型。该模型是一个以服务战略为最高纲领，以服务设计、服务转换和服务运作为实施手段，借助持续改进而不断完善的过程，能使IT服务管理的实施过程形成一个良性循环的有机整体。在此基础上，论文剖析了中远散运IT治理使用ITIL框架的必要性和可行性，归纳了中远散运建立ITIL框架的目标和原则。论文构建了中远散运ITIL框架下的三线组织结构和五个核心模块，并通过流程设计，使中远散运ITIL平台的基础架构、组织架构为其核心功能提供了有力支撑和解决方案。 论文结合IT治理的理论与实务，对具体企业的信息化建设做出了方案设计，从实践上推进了ITIL理论的应用。
英文摘要：	Corporate IT strategy was always driven by business demand, so early IT construction usually took satisfying the demand of business department as a target, which, however, resulted in serious barriers between departments and unclear process, and then made the efficiency of informatization construction lowered so that it cannot be consistent with corporate strategy and may even block the implement of corporate strategy. Therefore, IT governance has been increasingly becoming a focus concern. By defining the rights and responsibilities of stakeholders, IT governance makes companies’ IT framework and demand consistent with corporate strategy target, and effectively integrate and coordinate corporate information resources. This paper firstly reviews theories of IT governance and practice in companies, finding that ITIL (Information Technology Infrastructure Library) has become the actual standard of IT governance practice.Next we analyze the status quo of COSBULK informazation construction. The existing focus problems and features are as follows: On one hand, there exist some problems in technology level of COSBULK informazation construction, such as large network size, comparatively small number of IT staff, disperse and isolate system, lack of centralized management, lack of pre-production environment and so on; on the other hand, there also exist some problems on management level, such as lack of incident management, no classification system of bug, the lack of modification management, more than one job for one person, post conflict and so on. So we indicate that COSBULK informazation construction needs to be governed from the technology level and management level. This paper analyzes the function of ITIL core module and the life cycle model. This model makes IT service management implementation form an organic integrity with virtuous cycle, by means of taking service strategy as maximum program, and taking service design, service transition and service operation as implement method, and with the help of processes of continuous improvement. On the basis of this, we propose the necessity and feasibility of using ITIL framework for COSBULK informazation construction and put forward the goal of ITIL framework and the principle of “high reliability, high security, good extendibility, good compatibility”. Finally, we build three-line organization structure and five core module under COSBULK ITIL framework. Through the workflow design, we make the basic framework and organization framework of COSBULK ITIL provide strong support and solutions for the core function. This paper combines theories of IT governance with practice, proposes project design for specific corporate informazation construction, and impulses the application of ITIL theory by practice.
