中文摘要: | 随着世界经济的发展,企业面临的竞争也日益激烈。在这种条件下,企业倾向于集中资源打造核心竞争力,同时,积极利用外部资源,获得竞争优势。正是在这个背景下外包登上历史舞台。在企业内部,人力资源管理的职能正在从日常操作的支持型部门逐步转变为战略管理职能,企业人力资源部门希望将原有的操作职能转交更为专业的机构来完成。这两者共同催生了人力资源外包。人力资源外包一经推出,就获得了广泛认可,市场前景十分广阔。但我国的人力资源外包发展仍处于初级阶段。由于市场规模巨大,需求广泛,前景光明,但同时由于发展比较晚、法规滞后,需求层次等原因,国内人力资源外包商的服务一直处于相对比较低水平上。然而随着客户水平的提升,原有模式面临越来越多的问题。 本文通过对人力资源外包相关理论的梳理,对国内外人力资源外包行业的现状和发展趋势进行了分析,结合人力资源外包商XZ公司的的实际情况,描述了人力资源外包服务的运营服务模式,以及在本地和异地外包中存在的问题,并分析这些问题产生的原因。在此基础上,结合多年实际工作经验,提出了从客户需求分析、服务计划、合同订立、服务管理、后期维护为主体的服务改进策略,并提出了配套机制。 希望通过本文的研究,为国内以外包服务商研究对象的理论研究提供案例,也为国内同类企业改进服务质量,步入良性的发展轨道提供参考。 | |
英文摘要: | With the development of world economy, enterprises are facing increasingly fierce competition. Under these conditions, companies tend to concentrate resources to build core competencies, with outsourcing to gain competitive advantage. Outsourcing in this context is the stage of history. Within the enterprise, human resource management is changing their function form the daily supporting to strategy based sectors gradually, companies want to pay a more professional organization to handle the existing operational functions; these two reasons gave birth of the human resources outsourcing. Human resources outsourcing has been widely recognized, and the market prospect is very broad. In China, human resources outsourcing is still in its infancy. As the market is huge, huge demand means it has a bright future. But because of regulatory lag, customers needs, the domestic human resource outsourcing services provider are in a relatively low level. However, with the clients to enhance the level, the original model is facing risks and problems increasingly. Based on the theory of human resource outsourcing, this article analyze the trend of human resources outsourcing industry at home and abroad. It also describes the human resource outsourcing services, operation and service mode, as well as local and remote outsourcing problems, and analyzes the causes of these problems in human resources outsourcing business XZ company. Combined with years of practical experience, this article propse the solution from the customer needs analysis, service plan, contract, service management to post-maintenance as the main service improvement strategy, and also provide supporting the mechanism. I hope that through this research, domestic outsourcing service providers will pay more attention to theoretical study and to improve quality of service. | |
