中文摘要:随着天津滨海新区开发开放被正式纳入国家发展战略,并被国务院正式批准确定为综合配套改革试验区,这为滨海新区的进一步深化改革和加快发展带来了难得的历史性机遇。然而面对国家突出产业政策、淡化区域政策的趋势,开发区原有的政策优势将逐渐消失。是否具备良好的基础设施,是否具备完善的投资环境,是决定外商能否投资的极为重要的因素之一。因此天津开发区必须坚持“招商引资第一,基础设施先行”的原则,最大限度的搞好基础设施的建设,创造良好的投资环境,这样才能增强开发区核心竞争力。 为了增强滨海新区开发开放的速度,提升天津开发区的竞争实力,开发区政府同样面临着加速基础设施建设的挑战,然而这种机遇与挑战带来了两个矛盾:一是开发区为了提升竞争实力,加快发展后劲需要在短时间内建设尽可能多的基础设施项目,而财政又无力支持;二是所有的项目都由政府来投资建设,政府的经济职能和社会职能的有限使得无暇应对,同时也不利于分散项目风险和提高资金使用率。然而随着天津开发区迅猛发展,政府必将面临一个问题:如何解决基础设施建设资金不足的问题?面对经济发展对于建设资金的巨大需求,单靠传统的财政扶持远远不够,而基础设施领域由于其投资规模大、周期长、风险高和预期利润不确定等特点,使得大多数具有一定实力的金融机构放弃了投资意向。在这种情况下,要想加快天津开发区开发开放的步伐、进一步完善天津开发区基础设施水平,改革创新尤其是在金融和投融资领域的创新,显得尤为重要。 本文在研究国内外现有的融资模式的前提下,通过对非经营性基础设施项目融资模式的深入探讨并结合天津开发区现有的政策法规,对开发区的投融资体制现状进行了分析,指出符合天津开发区实际情况并值得借鉴的BT融资模式。本文创新所在就是通过设计项目融资案例,将理论与实际紧密地结合在一起并且论证了BT融资模式的优越性,为天津开发区基础施设的发展提出可供选择的融资模型和思想基础,为天津开发区基础设施建设又好又快发展出谋划策。 
英文摘要:With the development and opening of Tianjin Binhai New area was officially incorporated into the national development strategies and it was also formally determined to be the State Comprehensive Supporting Reforms Pilot Area by the State Council, Binhai New area is facing a historic opportunity for Deepen Reform and Opening Up. But in the face of an inevitable tendency for China to highlight industrial policy and weaken regional policy, the policy advantages enjoyed by development area will gradually disappear. To have the good infrastructures and the perfect environment for investment is becoming the essential factors for the foreigner to decide to invest. As a result, if Tianjin economic-technological development area (TEDA) want to become the new Chinese economy growth, we must adhere to the "investment first, infrastructure first" principle to maximize the amount of infrastructure and to create a favorable environment for investment in order to enhance the core competitiveness. However, with the rapid development of TEDA, we have to face a problem: how to deal with the construction capital shortage? Since the total capital demand on the construction is really huge, only rely on the financial support is not enough. As the construction fields have many characteristics such as investment in large scale, long life cycle, high risk and expected profit is uncertain, it makes lots of the financial institutions with certain strength have to throw away the intentions on investment. In this case, it is very important to deepen reform and innovate in the field of finance in order to accelerate the development and opening of TEDA and further improve the infrastructure level in TEDA. Based on the study of the existing financing models at home and abroad, and through in-depth discussion about financing models for the non-operational infrastructure project, and also combining existing policies and regulations of TEDA, we analyze and discover the advantage and disadvantage of the current financing and investing system of TEDA. BT financial model is a most valuable mode, which also fully compliance with the actual situation of Tianjin economic-technological development area. I hope this thesis should provide some advice.
