| 中文摘要： | 摘 要 2005年，《京都议定书》生效以来，碳金融已成为世界各国实现温室气体减排、促进低碳经济发展的重要手段和工具，碳金融市场日益壮大。作为最大的发展中国家，中国已成为国际碳金融市场的重要参与者和组成部分，但在国际市场的地位和影响力却很低，缺乏话语权和竞争力。同时，我国转变经济发展方式，走低碳发展之路，实现节能减排、环境保护和可持续发展，也需要运用碳金融加以支持。为此，有必要加强碳金融理论研究，更好地指导和推动发展实践。 本文广泛借鉴吸收国内外碳金融研究成果，系统提出碳金融起源发展两大理论基础和两大实践基础，提出六大功能、六项作用，全面总结了国际碳金融市场总体状况和发展趋势，绘制出国际碳金融体系图、排放权市场分类图，归纳排放权交易市场三种分类，提炼出各国发展碳金融的通行模式，剖析存在问题及原因，从四个层面论述我国加快发展碳金融的重大意义，并展望未来前景，指出我国发展碳金融应设置一个试验点、启动点，引领和带动整体发展。 在此基础上，提出天津滨海新区正是我国发展碳金融的最佳试验点和启动点，提出“滨海新区应加快发展碳金融”这一观点。通过分析各有关方面因素，全面阐述新区碳金融发展思路、基本原则、实践步骤，以及重大举措、亮点工作、保障措施。最终，通过滨海新区的先行实践，带动我国碳金融整体全面健康发展，促进节能减排和环境保护，提升我国在国际碳金融市场的话语权和影响力，实现经济社会可持续发展。 关键词：滨海新区 碳金融 改革创新 | |
| 英文摘要： | Abstract Since 2005, the “Kyoto Protocol” became effective, carbon finance has become important means and tools for various countries to achieve greenhouse gas emissions and promote low carbon economy development, carbon finance market has expand day by day. As the largest developing country, China has become an important market participant and component of international carbon finance, but its position and influence is very low. Meanwhile, our country transforms the economy development way also need to use carbon finance to support it. Therefore, it is necessary to strengthen the theoretical study on carbon finance and instruction or impetus development practice. This thesis proposed origin and development of carbon finance with two major theoretical and two major practical foundations, pointed out six function and six role, summarized the international carbon finance market overall status and trends, drew up the international financial system chart and carbon emission rights market classification chart, summarized the three classifications of emission rights market, refined general pattern of carbon finance development. From the four levels, the thesis discussed the significance and broad prospects of China carbon finance development and pointed out that China's carbon finance development should set up a test and start point to lead the overall development. Based on this, proposed Tianjin Binhai New Area is the best test and start point, proposed the viewpoint of “Binhai New Area should speed up the carbon finance development”. Systematically elaborated the general idea, basic principle, practical steps. Eventually, through the advance development of Binhai New Area, promote the overall country carbon finance development, promote energy conservation and environmental protection, enhance our country voice and competitiveness in the international market, service our country economic and social good and fast development.
