中文摘要:随着我国城市化进程的不断加快,城市人口急剧增加,交通秩序混乱已成为阻碍城市发展的“瓶颈”,为了有效解决地面交通拥挤问题,建设城市轨道交通项目成为必然选择。2000年天津市重新开始了轨道交通项目建设,经过十年的努力,取得了一定的成绩,至2011年通车里程将达到128公里。但是,在天津轨道交通项目建设过程中却存在工期拖延、投资超概、安全隐患等问题。因此,有必要对天津轨道交通项目进行项目治理研究,从根本上找到提高项目管理绩效的途径和方法。 本文利用组织论对地铁集团的组织结构及各部门的职能进行了分析;利用利益相关者理论对参与天津轨道交通项目建设的各方进行了需求分析与分类;利用产权论、委托代理理论、项目治理理论对天津轨道交通项目治理现状进行了分析,指出目前天津轨道交通项目产生建设管理问题的根源在于项目所有权与控制权的不对应;政府官员越位管理;居于项目治理核心地位的地铁建设单位缺乏有效的激励与监督机制等原因造成的。 本文基于轨道交通项目为政府投资的准经营性公共项目的特点,并结合目前天津建设市场的实际情况,对现有天津轨道交通项目治理结构进行了优化,提出了在项目建设近期推行基于代建理论的项目治理结构,在项目建设中、远期推行基于PPP理论的项目治理结构,以达到构建更加合理的项目利益相关者间的责、权、利安排的目的。而后,在对项目治理结构进行优化的基础上,构建了保障利益相关者责、权、利关系的动态制衡机制,主要有:构建基于长期合作伙伴关系的治理机制,构建合理的收益激励与目标考核机制以及完善市场调和政府监督机制。  
英文摘要:With the acceleration of the urbanization process, road traffic congestion and chaos has become the "bottleneck" of urban development. The urban rail transportation projects are the effective solution of the problem and lead to the healthy development of city. In 2000, Tianjin started the rail transit construction projects, after ten years of efforts, it has obtained some achievements. By 2011 the traffic mileage will reach 128 km. However problems still exists during the construction process. Mainly include: construction delay, cost over planning, safety and quality problems. So Tianjin rail transit projects will be constructed in an even larger scale. Therefore, it is important to research Tianjin rail transit project management system, find out the ways to improve the performance of project management. After consulting a large number studies domestic and abroad and on the basis of the study of metro group of its organizational structure and function of each departments, the author analyzes and classifies participants’ requirements in Tianjin rail transit projects with stakeholder theory. Using the theory of property rights, the principal-agent theory, and the theory of project Governance to analyze the Tianjin rail transit project Governance and pointed out the root of the problems: the separation of project ownership and management, Government offside management, lacks of effective incentive and supervision mechanism of rail transit project construction unit. The article introduces improvement methods on the bases of the character of rail transit projects as government sponsored public project and the situation of construction market of Tianjin. The author suggests that in the recent construction projects we implement agent construction in project management, in the middle and long term implement joint public and private joint ownership in order to build more reasonable right and responsibilities of project stakeholders. Then, after the optimization and innovation of project management structure, the author proposed project management system in order to improve the performance of the project Governance mechanisms, mainly as: establish long-term management mechanism based on cooperative partner relationship, establish a rational construction unit incentive and income distribution governance mechanism and to establish and improve the government supervision and the market mechanism.
