中文摘要:经过电信重组和第三代移动通信牌照的发放,电信市场进入了全业务运营时代,各个电信运营商都在巩固自身原有优势的同时,努力扩大客户资源,积极应对市场竞争。通信管道作为通信网络的基础设施,是实现客户有效接入、开展各种业务的基础,也是赢得全业务竞争优势的关键。天津移动十分重视通信管道建设项目的管理,但由于通信管道建设项目的建设内容分散、项目利益相关者多、项目建设方案复杂、项目可控性差,造成项目成本控制的难度大。本文通过研究天津移动通信管道建设项目成本控制的各种策略,旨在有效降低项目建设成本、提高项目功效,以达到提升项目价值,适应全业务运营要求的目的。 项目成本控制是项目管理的重要组成内容之一,是决定项目最终目标能够实现的关键。项目成本控制是贯穿于项目全过程的项目管理活动,涵盖项目规划阶段的经济评价,项目实施阶段项目成本变更控制体系的建立,项目收尾阶段的项目审计等内容。天津移动通信管道建设项目成本控制应遵从现代成本控制方法,执行涉及全团队、全要素、全过程的全面项目成本控制方法。此外,项目成本控制应运用战略成本控制的理论,推进企业战略的落实,并在项目成本控制策略的制定上运用价值工程工具,提升项目成本控制水平。 本文从通信管道建设项目实行成本控制的背景和目的入手,对项目成本控制所涉及的相关理论进行了深入介绍,重点描述了现代成本控制方法的优点。通过对天津移动通信管道建设项目的成本构成的深入分析,寻找了通信管道建设项目的特点和项目成本控制存在的问题。本文运用全面项目成本控制、战略成本控制、价值工程法对天津移动通信管道建设项目成本控制策略进行了深入研究,并举例说明了各种策略在实际项目中的应用。通过各种项目成本控制策略的应用,能够有效提高项目的最终价值,提升项目管理水平。通过本文的研究,能够对天津移动通信管道建设项目实行有效的成本控制,使天津移动在全业务运营中赢得竞争优势。 
英文摘要:After the telecom restructuring and the 3G license issuance, the telecom market steps into the age of full-service operation. Every telecom operator is trying to expand its customer resources, response to market competition actively, as well as consolidate its existing strength. As the infrastructure of communication network, communication duct is the foundation to access customers effectively, provide a variety of service, and win the competitive advantage. Tianjin Mobile also pays attention to the project management of communication duct construction. However, because of the content’s dispersion, the numerous stakeholders, the complex programs, and the poor control, the project cost control is difficult. This thesis researches the project cost control strategies of communication duct construction project in Tianjin Mobile, aiming at reducing the construction cost, improving the effectiveness, enhancing the project value, and meeting the requirements of full-service operation. The project cost control is an important part of the project management and is the key to achieve the project’s target. The project cost control is an action running through the project’s whole process, including the economic evaluation on planning phase, the creation of cost change control system on implementation phase, and the project auditing on closeout phase. The project cost control in Tianjin Mobile should abide by the modern cost control method, named overall project cost control, which involves full-team, total factor, whole process control. Furthermore, the project cost control should implant the strategic cost control, promoting the implementation of corporate strategies, and the tool of value engineering, enhancing the level of project cost control. Beginning from the background and the target of project cost control of construction duct, this thesis introduces the theories of project cost control deeply, focusing on the merit of modern cost control method. Through the deep analysis on cost structure of communication duct construction project in Tianjin Mobile, this thesis discovers the character of communication duct construction project and the problem in project cost control. This thesis introduces the overall project cost control, strategic cost control, and value engineering to research the cost control strategies of communication duct construction project in Tianjin Mobile and puts the strategies into practice. The application of all kinds of strategies can enhance the project value and the level of project management. The research of this thesis may make the cost control of communication duct construction project in Tianjin Mobile effectively, and can let Tianjin Mobile win the competitive advantage in full-service operation.
